CC MINS 19830719MINUTES RANCHO PALOS VERDES CITY COUNCIL REGULAR MEETING JULY 199 1983 The meeting was called to order at 7:35 P.M. by Mayor Pro Tem Ken Dyda, at the Palos Verdes Unified School District building, 30942 Hawthorne Boulevard. After the Pledge of Allegiance to the Flag roll call was answered as follows: PRESENT: HEIN, BACHARACH, & MAYOR PRO TEM DYDA ABSENT: MAYOR RYAN Also present were City Manager Donald F. Guluzzy, City Attorney Steve Dorsey, Environmental Services Director Sharon W. Hightower, Director of Public Works Carl Abel, Administrative Services Director Kiti Laisure, Leisure Services Director Mary Thomas, and Community Services Director Tom Bandy. APPROVAL OF AGENDA The City Manager announced the following additions to the agenda: 10th Anniversary Party; Army Corp of Engineers Communication; Joint Powers Insurance Authority Officers. The amended agenda was approved on motion of Councilwoman Bacharach, seconded by Councilwoman Hein and carried. WAIVER OF FULL READING OF Councilwoman Hein moved, seconded by Councilwoman ORDINANCES & RESOLUTIONS Bacharach and carried, to waive reading in full of all ordinances and resolutions adopted at this meeting with consent to the waiver of reading deemed to be given by all Councilmembers after reading of the title, unless specific request was made at that time for the reading of such ordinance or resolution. NONE ABSENT: RYAN RENTALS FOR THE Following staff report by Director Hightower and OLYMPICS testimony by Mr. Charles Keeler, 32709 Seagate (1801) Drive, the following action was taken: To direct staff to 1) include in Code Amendment No. 19 a revision allowing Olympic rentals in RS and RM. Districts with a special use permit; 2) draft a revision to the Municipal Code requiring a license /use fee for such rentals. Motion by Councilwoman Hein, seconded by Councilwoman Bacharach and carried unanimously. SOUTH BAY RAIL CORRIDOR The Council held discussion regarding the most STUDY DISCUSSION useful rail lines being proposed. It was noted that some of these lines overlap with the RTD services, and that buses would be used as feeders to the rail line. No action was taken. RANCHO PALOS VERDES TRANSIT It was moved by Councilwoman Bacharach, seconded OPERATIONS by Councilwoman Hein, to authorize staff to enter (1505) into a contract with Transit Contractors to operate a Paratransit System at a cost not to exceed $145,820 for the first year; authorize staff to lease 3 vehicles at an annual cost of $27,750 and send a letter of intent to permit the operator to order vehicles immediately on a lease with an option to buy basis if it is determined to be more cost effective. AYES: BACHARACH, HEIN & MAYOR PRO TEM DYDA NOES: NONE ABSENT: RYAN COUNCIL -2- 7/19/83 #701Y -A3 -4 I Motion by Councilwoman Bacharach, seconded by Councilwoman Hein, to direct the Mayor Pro Tem to send a letter to the neighboring Peninsula cities to tell them about the service being instituted by the City of Rancho Palos Verdes and asking them if they would like to join in. The motion carried. It was noted that Dial -A -Ride will be continuing service until the start date of this new transit system, which will replace Dial -A -Ride in Rancho Palos Verdes. DISCUSSION OF SHERIFF Discussion included comments regarding the per - RESPONSE TIME FOR centage of response time in the City, that RANCHO PALOS VERDES Rancho Palos Verdes look at alternatives other (1206) than the Region as a method of re- establishing good response times, the possibility of going back to a separate contract with the Sheriff's Depart - ment to have the leverage to re- establish the service that the City has become used to; go to an adjoining jurisdiction to see if they could provide the kind of service we want, and have staff report back at the next Regular Meeting on whether or not other jurisdictions are willing and what the costs would be for this service. Motion was made by Mayor Pro Tem Dyda, seconded by Councilwoman Hein that staff be directed to report back at the first meeting in August with an extraction of our current level of service and performance parameters for police protection within Rancho Palos Verdes and ask the Sheriff to identify how their service patrol areas would change if they had an independent contract with Rancho Palos Verdes rather than the Region; additionally, request to adjoining jurisdictionR to see if they can provide adequate police protection to the City and at what cost. If there is a change it should be noted that a Closed Session will be scheduled with the City Attorney and noted on the agenda. The City Attorney was asked to monitor cases being handled by attorneys other than the City Attorney (JPIA). The City Attorney will submit a full report on all cases being handled by his office as soon as possible.
