CC MINS 19830302M I N U T E S RANCHO PALOS VERDES CITY COUNCIL WORK SESSION MARCH 2, 1983 The meeting was called to order at 7:45 P.M. by Mayor Pro Tem Ken Dyda. Following the Pledge of Allegiance to the flag, roll call was answered as follows: PRESENT: HEIN, SHAW, BACHARACH, DYDA, AND MAYOR RYAN LATE ARRIVAL: RYAN @ 7:50 P.M. Also present were City Manager Don Guluzzy, Director of Public Works Carl Abel, Director of Planning Sharon Hightower, Director of Administrative Services Kiti Laisure, Director of Leisure Services Mary Thomas, and Chairman of Parks and Recreation Committee, Fred Jackson. PT. VICENTE PARK - AWARD The City Manager presented the staff report of OF BID (1201) March 3, 1983 recommending the following: (1) Do not charge $173,225 (1979 -81 Parks and Recreation Fund and Public Works staffing expenditures) against funding sources. (2) Award bid to Century Landscape Contractors for the amount of $749,964.14 to construct Area IV, with Alternate 4. (3) Direct staff to investigate design and installation of play equipment and picnic tables in Area IV within the funds available. (4) Approve Area IV budget in concept. Council discussed estimates for the computer and play equipment, and the feasibility of constructing two sites at the same time to speed up construction. Fred Jackson, Chairman of Parks and Recreation Committee, commented on the necessity of the Interpretive Center and if it warranted the proposed expenditure. He thought Area I would be more useful. Additional Council discussion concerned consideration of a more primitive picnic area in Area I since such a concept would not entail the drainage and grading plans. A ten minute recess was called at 9:25 P.M. Council then discussed if consideration should be given to a scaled -down version of the Interpretive Center, elimination of the computer and video components, the cost of this center versus the amount of use; if picnic, barbecue, trails and parking facilities should be installed in Area I. It was the consensus that no action was necessary on the $173,225 since it had previously been spent from P &R fund monies. After discussion of what areas Council felt appropriate to construct, Council- woman Hein moved, seconded by Councilman Dyda to award bid to Century Landscape Contractors for the amount of $749,964.14 to construct Area IV, with Alternate 4; direct staff to investigate design and installation of play equipment and picnic tables in Area I within the funds available, and approve Area IV budget in concept. The motion carried on a three - two vote with Councilwomen Bacharach and Shaw voting in opposition. PT. VICENTE PARK - 1983 LAND Director Hightower presented the staff memorandum & WATER CONSERVATION GRANT of March 1, 1983 which recommended that Council (1201) authorize making application for Federal funding for park development. After Council discussion, Councilwoman Hein moved, seconded by Councilman Dyda and carried to authorize staff to prepare the 1983 Land and Water grant application for Pt. Vicente Park, Area I. 1982 -83 AMENDED BUDGET & City Manager Guluzzy presented the staff STAFF PRIORITIES (602) memorandum of February 15 which outlined the maintenance administration costs for the newly annexed Eastview area. Council then discussed whether the priorities should be discussed before the budget and if staff should prepare a complete list of priorities for approval at a subsequent meeting. Councilwoman Bacharach moved that the $16,000 for the Eastview area Public Works maintenance administration costs be budgeted for fiscal year 1983. The motion was carried with the following roll call vote. AYES: BACHARACH , DYDA , HE IN , SHAW, AND MAYOR RYAN NOES: NONE The meeting was adjourned to March 10 at 7:30 A.M. at the Rancho Verdes Racquet Club on motion of Councilwoman Shaw.
