The meeting was called to order at 7:30 P.M. by Mayor Robert E. Ryan at the
Palos Verdes Unified School District Building, 30942 Hawthorne Boulevard.
After the Pledge of Allegiance to the flag roll call was answered as follows:

Also present were City Manager Donald F. Guluzzy, City Attorney Steve Dorsey,
Environmental Services Director Sharon W. Hightower, Director of Public Works
Carl Abel, Assistant Planner Jon Shepherd, City Clerk Mary Jo Lof thus, Adminis-
trative Services Director Kiti Laisure, and Community Services Director Tom
Bandy.
APPROVAL OF AGENDA The City Clerk announced the following additions
to the agenda: request for emergency appropria-
tion for Palos Verdes Drive East, Art in Public Places (Bacharach), Hesse Park
Bronze Plaque, and a resolution regarding implementing no stopping zones on
Via Colinita. It was the consensus that the following items should be combined:
C -2 (Committee & Commission resolution), C -3 (Planning Commission ordinance),
and F -4 (Terms of office of city committees and commissions). The agenda as
amended was approved on motion of Councilman Dyda, seconded by Councilwoman
Shaw and carried.
WAIVER OF FULL READING OF Councilman Dyda moved, seconded by Councilwoman
ORDINANCES AND RESOLUTIONS Hein and carried, to waive reading in full of
all ordinances and resolutions adopted at this
meeting with consent to the waiver of reading deemed to be given by all
Councilmembers after reading of the title, unless specific request was made at
that time for the reading of such ordinance or resolution.
CONSENT CALENDAR The City Clerk announced the following deletions
from the Consent Calendar. A -3 (Resol. re
loading zone), A -6 (Request for concessions at Abalone Cove Beach), A -8
(Revenue from Commercial antennas), A -9 (Street Sweeping), A -11 (Land & Water
grant application), continued to March 2nd meeting, and A -12 (Palos Verdes.
Drive East right -of -way vacation); a resolution for Federal Disaster aid was
added. The Consent Calendar was approved as follows on motion of Councilman
Dyda, seconded by Councilwoman Hein.

CLAIM BY KEVIN SCHMIDT Rejected the claim as provided in Government

Mayor Ryan opened the public hearing on this
ordinance to establish development, design, and
location regulations for earth stations and
commercial antenna towers. The City Clerk
reported that notice had been duly published
had been received. Assistant Planner Jonathon
report of March 1, 1983 which recommended holding
ducing this proposed ordinance.
Responding to the Mayor's call for public testimony was Carl Beyer, 29600

Island View Drive, who questioned if this ordinance allowed provisions for
both a master antenna and a satellite antenna in multiple family dwellings.
Jeanette Mucha, 5538 Little Bow Road, requested clarification of Section 6 and
questioned how this would affect granny flats and two unit developments. Fran
Crolius, 6225 Scotmist requested definition of the term master TV antenna.
There being no further response to the Mayor's call for public testimony, he
closed the hearing.
After Council discussion of whether this ordinance would allow both a master
antenna and a satellite antenna, Councilwoman Shaw moved, seconded by Council-
woman Hein and carried to postpone introduction of this ordinance until the
March 15th hearing at which time staff should present some appropriate wording
to accommodate the issue of master antenna and satellite antennas.
ORDINANCE N0. 164 - ADOPTING ORDINANCE N0. 164 OF THE CITY OF RANCHO PALOS
COUNTY BUILDING CODES VERDES ADOPTING BY REFERENCE THE LOS ANGELES
( 201 ) COUNTY CODE, TITLE 269 BUILDING CODE, TITLE 279
ELECTRICAL CODE, TITLE 28, PLUMBING CODE AND
TITLE 29 MECHANICAL CODE MAKING AMENDMENTS TO THE SAID CODES AND AMENDING THE
RANCHO PALOS VERDES MUNICIPAL CODE was presented for adoption, first reading
havin g taken place at the February 15 meeting. Councilman Dyda moved, seconded
b y Councilwoman Hein to ADOPT ORDINANCE NO. 164. The motion carried on the

RESOL. NO. 83 -11 - ADOPTING The City Clerk presented the staff memorandum
RULES AND REGULATIONS of February 15, 1983 which explained that this
GOVERNING APPOINTMENT OF proposed resolution provided for appointment of
CITIZEN COMMITTEES AND committee and commission members to coincide
COMMISSIONS (106 X 306) with the November General Municipal Election.
Additionally, this resolution encompassed
policies contained previously in several other resolutions adopted by the
Council.
After discussion of whether the number of appointments should coincide with
the number of Council seats up for election, and whether the term being
extended should be chosen by lot, it was the consensus that the term to be
extended should be designated by the City Council.
RESOLUTION N0. 83 -11 OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES
ADOPTING RULES AND REGULATIONS GOVERNING THE APPOINTMENT OF CITIZEN COMMITTEES
AND COMMISSIONS was presented by title and ADOPTED on motion of Councilwoman
Shaw, seconded by Councilwoman Hein and carried.
ORDINANCE NO. 165 - RELATING The City Clerk presented the staff memorandum
TO THE TERMS OF OFFICE FOR of February 24, 1983 which explained that
PLANNING COMMISSION changes in the organization, number of members,_
MEMBERS ( 306 X 1203 ) terms of office or method of appointment or
removal of Planning Commissioners must be
done by ordinance. Staff recommended adoption
of the ordinance.
After discussion of Councilwoman Shaw's proposal to limit the terms of commis-
sion and committee appointments to two terms, it was the consensus not to
include such a provision in the ordinance.
ORDINANCE N0. 165 OF THE CITY OF RANCHO PALOS VERDES RELATING TO TERMS OF
PLANNING COMMISSION MEMBERS AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL
CODE was presented by title. Councilwoman Shaw moved, seconded by Council-
woman Bacharach and carried to INTRODUCE ORDINANCE N0, 1650
DETOUR OF PALOS VERDES Associate Civil Engineer Gordon Siebert presented
DRIVE SOUTH (1404) the staff memorandum of March 1, 1983 which gave
the background on the plans for reconstruction
of Palos Verdes Drive South from the Portuguese Bend slide area to Forrestal
Drive. The Traffic Committee recommended that traffic be directed along the
frontage road of Palos Verdes Drive South.
Guliano Solari, 4145 Palos Verdes Drive South, Vincent Yen, 3931 Palos Verdes
Drive South, and Mike Wheeler, 4120 Admirable Drive, presented their views on
how they felt the traffic should be re- routed, and expressed their opinions
about the safety aspects of the heavy traffic on that frontage road.
Council then discussed the possibility of prohibiting truck traffic along this
detour route, if the detour could be changed if it is found to be unsatisfactory,
the cost of this alternative versus the other alternatives, and whether the
work should be done now or delayed until the summer. It was the consensus that
the residents in the area should be notified on this detour.
Councilwoman Shaw moved, seconded by Councilwoman Hein and carried to approve
Alternative 1 and retain frontage road direction on both ways incorporating
the appropriate measures suggested by the Traffic Committee as outlined in
Page Two of the staff memorandum.

CITY RECOGNITION POLICY Mayor Ryan presented his proposed recognition
(306) policy for standard plaques, plaques for retiring
Councilmembers and proclamations. After Council
discussion, Councilwoman Shaw moved, seconded by Councilwoman Hein and carried
to delete Nos. 3 and 4 from the proposed policy and adopt the remainder as
follows: Standard Plaques: Plaques suitably engraved may be presented to:
(1) Members of commissions and major committees upon their retirement provide
they have served a full four year term. (2) City employees upon recommendation
of the City Manager leaving the City after 5 years of service. Plaques for
Retiring Councilmembers: Plaques for retiring Councilmembers shall be large
enough to accommodate the mounting of a full size gavel and an inscription
noting term of service and dates of service as Mayor and Mayor Pro Tem.
Proclamations: Proclamations may be• awarded, with the concurrence of the
Mayor, at the request of staff or a Councilmember. Proclamations shall be
prepared to mark the Mayor's term; no proclamations shall be prepared for the
Mayor Pro Tem.
POLICY FOR ROTATION OF After Council discussion of the Mayor's proposal
MAYOR & MAYOR PRO TEM for rotation of Council offices, Councilwoman
(306 X 307) Hein moved, seconded by Councilwoman Bacharach
and carried to adopt the policy as follows:
(1) This policy supercedes all previous policies. (2) The Council shall
reorganize at the first meeting in December. (3) The member of Council
nominated for Mayor Pro Tem shall be that member who has served the longest as
a Councilmember since last being Mayor, or who has served the longest and not
been Mayor. (4) The incumbent Mayor Pro Tem shall be nominated for Mayor.
(5) New Councilperson(s) shall be placed ahead of the Mayor'serving at the
time of election in the rotation order. In the case of multiple new Council-
members, their order will be determined by the election totals. (6) Any
Councilmember may request to be dropped back in rotation order one slot
subject to the approval of the Council.
COOPERATIVE HOMEOWNERS It was the consensus of Council to monitor this
INSURANCE PROGRAM (902) program through the Contract Cities Association
for possible future consideration within the
next year.
ART IN PUBLIC PLACES Citing possible Federal funding to buy art for
(1201) the City's parks, Councilwoman Bacharach requested
that this matter be taken up by the Parks &
Recreation Committee. Councilwoman Shaw so moved, seconded by Councilwoman
Hein and carried to refer this matter to the Parks & Recreation Committee to
pursue the idea of-funding for art in public places*
HESSE PARK BRONZE PLAQUE Councilwoman Hein moved adding the following to
(1201) the Hesse Park plaque: "In honor of his leader-
ship in creating the City of Rancho Palos Verdes."
Councilwoman Bacharach seconded the motion and carried.
ITEMS REMOVED FROM THE CONSENT CALENDAR:
RESOL. N09 83-13-- PROVIDING After clarification of the provisions of this

ABALONE COVE BEACH PARK Referring to the bonus point system for non- profit
CONCESSIONS (1201) groups, Councilwoman Bacharach moved, seconded
by Councilman Dyda and carried to eliminate
these bonus points for non - profit groups.
Councilwoman Bacharach moved, seconded by Councilwoman Hein and carried to
authorize staff to distribute a Request for Service for concessions at Abalone
Cove Beach Park, using the concept in the proposed draft of the Request for
Services and submit a recommended vendor to City Council.

POTENTIAL REVENUES FOR Councilwoman Bacharach moved, seconded by
COMMERCIAL ANTENNAS (1801) Councilman Dyda to amend the staff recommendation
to direct staff to prepare an ordinance establish-
ing a business license tax on the lessors of low power television stations and
commercial antenna /antenna site leasing.
STREET SWEEPING - LETTER Objecting to dumpsters being located on residential

ADOPT RESOLTION N0. 83 -14 OF THE CITY COUNCIL
OF THE CITY OF RANCHO PALOS VERDES PROVIDING FOR PROHIBITED STOPPING ZONES ON
VIA COLINITA FROM PALOS VERDES DRIVE EAST TO MIRALESTE DRIVE.
ADDITIONS IN THE MORATORIUM Director Hightower presented the staff memorandum
AREA (1801) of March 1, 1983 and summarized Council's
earlier action of December 7, 1982 where they
accepted Dr. Ehlig's report as amended by Table 2 of the staff report, and
other Council directives to the staff and City Attorney.
Council discussed various criteria for allowing additions in the moratorium
area: whether bedrooms, bathrooms or additional plumbing should be allowed,
and what risk the City would assume in allowing additions.
Muriel Titzler, 3 Gingerroot Lane, requested that the Council consider each
request for building on its own merits.
Councilwoman Shaw's motion to not allow additions in the moratorium area died
for lack of a second.
Further discussion followed regarding whether or not a policy could be prepared
to allow specific types of additions and structures, and if there really is any
adequate means to measure the impact of additional water, and should additions
be restricted to a certain percentage of the existing building.
Councilman Dyda moved, seconded by Councilwoman Shaw and carried to direct
staff and the City Attorney to prepare an amendment to the moratorium ordinance,
or building code, if necessary, containing the following elements: (A) Recom-
mendations of Table 2 of four sub -areas identified in Map 1. (B) Addition of
plumbing potentially creates increased water infiltration. (C) Addition shall
not exceed 25% of the area of structure existing as of the effective date of
the moratorium, or 500 square feet, whichever is lesser. (D) Any required
permit must be approved.
ADJOURNMENT At 10:50 P.M. Councilman Dyda moved to adjourn
to Wednesday, March 2 at 7:30 P.M.
