CC MINS 19830209 ADJM I N U T E S RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING - TOWN HALL MEETING FEBRUARY 9 , 1983 The meeting was called to order at 7:30 P.M. by Mayor Robert E. Ryan, at Dodson Junior High School, 28014 Montereina Drive, notice having been given with affidavit thereto on file. PRESENT: HE IN , DYDA , SHAW, BACHARACH & MAYOR RYAN ABSENT: NONE Mayor Ryan introduced each member of staff present: City Manager Donald F. Guluzzy, Director of Environmental Services Sharon Hightower, Administrative Assistant to the City Manager Julie Christensen, Public Works Director Carl Abel, Administrative Services Director Kiti Laisure, Leisure Services Director Mary Thomas, City Clerk Mary Jo Lof thus, Community Services Director Tom Bandy, City Manager's Secretary Betty Uht, Community Services Secretary Darlene Davison, Recreation Leader Becky Martin, Senior Planner Ann Negendank, and Associate Planner Alice Angus. Also present were Captain Emerson of the Lomita Sheriff's Station, Assistant Fire Chief Ray Brunstrum, School Board Member Marty Dodell, and Library District Director Bob Conover. Councilman Dyda explained how the property tax, building fees, and fines and forfeitures are shared by the County with the City. He also explained the City's participation in the JPIA program. Councilwoman Bacharach talked about the transportation situation in the City and explained the use of Proposition "A" funds. Councilwoman Hein explained how the City contracts for certain services. Councilwoman Shaw talked about the building and zoning laws and how these would affect the Eastview area. Mayor Ryan explained the makeup of the City committees and commissions. Bob Conover, Library Director talked about the organization of the Library Districts stating that the District has made preliminary moves to make Eastview part of the District. Residents will be issued free non - resident cards until the change is made. Several residents of the area inquired about the school district arrangement: if Eastview will become part of the Palos Verdes Unified School District; what part the City would take in the process to have the schools transferred to the Peninsula District; if that area would be taxed both for the Los Angeles School District and the Palos Verdes District; what is the process for trans- ferring students to the Palos Verdes School District; the possibility of circulating a petition supporting the transfer of the area to the Palos Verdes School District; and what the position of the Palos Verdes School District Board is on this matter. Representing the Palos Verdes Unified School District was Board Member Marty Dodell who explained in detail from the State Education Code the lengthy process for making the Eastview area part of the Palos Verdes Unified School District. Several residents inquired about the City's street sweeping policy, if residents were allowed to trim parkway trees, and how long it would take for the City to respond to a tree trimming request. Director Abel commented that residents would be permitted to trim parkway trees after issuance of a free permit by the City to do so. Director Hightower commented on the temporary zoning that went into effect when annexation took place, explained how the General Plan amendment process would take place, and encouraged community involvement during this process. One resident inquired about a notice she recently received from the City of Los Angeles regarding a zoning matter under consideration by them. Council requested that the resident forward a copy of that notice to staff so inquiry could be made on this matter. In response to a resident's inquiry, Captain Emerson of the Lomita Sheriff's Station explained that the residents would no longer have to call the Highway Patrol to report an accident, they would simply have to call the Sheriff's Department. ZIP CODE Responding to a resident's inquiry about zip codes, Mayor Ryan explained that a letter would be written to the Postmaster requesting that Eastview be given the same number as the rest of the City; in the meantime, residents should continue to use their present zip code.
