A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES ADOPTING RULES AND REGULATIONS
GOVERNING THE APPOINTMENT OF CITIZEN COMMITTEES
AND COMMISSIONS
WHEREAS, the City must meet certain requirements by law when appointing
citizens to Committees or Commissions, and
WHEREAS, the City wishes to adhere to and make known the procedure
that will be followed in making such appointments:
The City Council of the City of Rancho Palos Verdes does hereby resolve as
follows:
Section 1: Sequence of Committee and Commission Appointments:
(1) Planning Commission
(2) Parks & Recreation Committee
(3) Traffic Committee
Section 2: Appointments of Commission and Committee Members:
Appointments shall be made by open voting at a City Council meeting. Each
member of the Council shall cast as many votes as seats are open on a Committee
or Commission. No Council member shall cast more than one vote for any candi-
date. The Mayor shall record the votes and declare the candidates with the
highest number of votes appointed. It shall require a minimum of three votes
to place a candidate on a Committee or Commission.
Section 3: Breaking Tie Votes or Insufficient Votes: In cases of
tie vote or insufficient votes, each member of Council shall vote again.
Voting under this condition shall be restricted to those candidates who tied or
received insufficient votes in the previous voting. The number of votes for
each member of Council shall be reduced to the number of seats which remain to
be filled, or in the case of a tie for a longer term, to the number of remaining
appointments with the longer term.
Section 4: Term of Appointment: Terms of appointment will be for
four years.
Section 5: Expiration Date: Committee and commission terms will
expire on the date of the first regularly scheduled City Council meeting in
December of odd - numbered years, or until a successor is chosen.
New committee and commission appointments will be made at this same meeting.
Section 6: Number of Appointments Made: The term of office for each
Committee and Commission is four years. Two appointments shall be made at the
first regular Council meeting in December 1983 and three appointments shall be
made at the first regular meeting in December 1985. The terms of office shall
expire on the date of the first regular Council meeting in December, or until a
successor is appointed. The terms of office of the Committee and Commission
members currently holding office shall be changed as follows: two terms
currently scheduled to expire in May 1984 shall be scheduled to expire on the
date of the first Council meeting in December 1983 and one shall be extended to
expire on the date of the first Council meeting in December 1985; the two terms
scheduled to expire in May 1986 shall be reduced to expire on the date of the
first Council meeting in December 1985. The person holding a term to expire in
May 1984, whose term will be extended, shall be designated by the City Council.
This provision shall apply only to regularly scheduled general municipal
elections an shall not apply to special elections.
Section 7: Committee and Commission: Committee and Commission
members shall serve at the pleasure of the City Council or until replaced in
the event no selections are made as called for in Section 5 above.
Section 8: Selection of Committee and Commission Chairman:
The City Council shall appoint a chairman for each committee and commission.
The term of the chairman will be for one year. Appointment of the chairman
shall be made at the first regularly scheduled City Council Meeting in December.
Section 8: Notification to the Public of Impending Appointments:
On or before October 15th of each odd - numbered year the City Council shall have
the City Clerk prepare an appointments list of all Committees and Commissions
which are appointed by the City Council. The appointee's list shall contain
the following information:
(1) A list of all appointive terms which are due to expire in
December of that year, with the name of the incumbent appointees,
the date of appointment, the date the term expires, and the
necessary qualification for the position.
(2) A list of all boards, commissions, and committees whose members
serve at the pleasure of the City Council, and the necessary
qualifications for each position.
(3) On or before October 15th of odd - numbered years the City Clerk
is to advertise the impending committee and commission appoint-
ments in the local newspaper inviting qualified citizens to
apply.
(4) On or before October 15th of each odd - numbered year the City
Clerk shall send letters to the incumbent members of the commit-
tees and commissions requesting them to submit an application if
they wish to be reconsidered for reappointment.
(5) During even - numbered years this same list shall be prepared, and
made available to members of the public.
Section 10: Application for Committee & Commission Appointment:
Application for these appointive positions shall be made available at the City
Hall.
All applications for committee and commission appointment must be submitted to
the City Clerk by the tenth day following the date of the General Municipal
Election.
Section 11: Listing of Candidates for Appointment: The City Clerk
shall prepare a list of all candidates and their applications and /or resumes
and make available to each member of Council prior to the interview of these
candidates.
Section 12: Unscheduled Vacancies: Whenever an unscheduled vacancy
occurs, the City Clerk shall immediately comply with the provisions of the
Maddy Local Appointive List Act and further notify the local newspapers of the
impending appointment. Final appointment shall not be made by the City Council
for at least 10 working days after the posting of such notice in the City
Clerk's office.
Section 13: Residency Requirement: All citizens appointed to a
committee or commission must be a resident of the City of Rancho Palos Verdes.

Section 14: Resolution Numbers 76 -41, 78 -21 and 79 -35 are hereby
repealed.
