A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES ADOPTING
THE PORTUGUESE BEND LANDSLIDE PROJECT AREA
CONDITION SURVEY AND DIRECTING AND
AUTHORIZING THE CITY MANAGER TO BE THE
OFFICIAL REPRESENTATIVE OF THE CITY TO
ACT IN CONNECTION WITH THE SUBMISSION OF
AN APPLICATION FOR THE USE OF COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS UNDER THE
'HOUSING AND COMMUNITY DEVELOPMENT ACT
OF 1974 AS AMENDED.
THE CITY COUNCIL OF THE CI'T'Y OF RANCHO PALOS VERDES HEREBY
FINDS, ORDERS AND RESOLVES AS FOLLOWS:
Section 1. The City is eligible to receive
funds pursuant to the Housing and Community Development
Act of 1974, as amended.
Section 2. Said funds may be used to aid in
the elimination of blight.
Section 3. The Environmental Services Department
has prepared a neighborhood condition survey for the Portuguese
Bend Landslide Project Area, a copy of which is attached hereto
as Exhibit A, determining that the project area specifically
delineated in the report is in a blighted condition as a
result of continuing landslide movement.
Section 4. Said Report is hereby approved and
adopted.
Section 5. The City Manager is directed and
authorized to be the City's representative in connection with
the submission of an application for the use of Community
Development Block Grant Funds to eliminate blight in said
Project Area and to supply any other additional information
requested in connection with said application.

PROJECT NAME
The project name is Portuguese Bend Landslide Stabilization,
PROJECT DESCRIPTION FOR CDBG
The main purpose of the proposed geology /engineering work is to stop
the rate of landslide movement that is adversely affecting our only
major arterial road on the coast, and to thereby reduce and /or elim-
inate our annual road maintenance costs.
Palos Verdes Drive South within the landslide area is only eight -
tenths of a mile long, and is costing the City almost 5200,000 /year
to repair and maintain.
Our fiscal resources are extremely limited so a way of reducing our
long -term operation and maintenance costs must be found so that the
road can remain accessible within our budget constraints.
This 250 acre slide requires extensive engineering and
geology data to design the corrective measures for stabilization.
This data is necessary to determine the direct effects of both
underground and surface water on the movement of the land mass.
The activities required to gather this engineering and geology
data includes placement of:
1) Approximately 10 dewatering wells;
2) 12 Submersible pumps;
3 ) Approximately 1200 ft of well casing and piping;
4) 5000 ft. of pipe to transport the well water to the
ocean;
5 ) 5000 ft. of culverts and /or gunite ditch to move
surface drainage through the slide;
6) Grading approximately 75,000 CY of earth to
establish surface drainage in the slide;
7) A 10 ft. diameter pipe approximately 200 ft, in
length to re- establish drainage under Palos Verdes
Drive South (a major thorofare which transverses
the slide); and
8 ) A 50 pgm pump capable of producing a 100 ft. hea d
to remove water from a retention basin within the
slide to the ocean.
With the placement of the dewatering wells and the establishment
of surface drainage through the slide area, the measures
necessary to permanently stop the slide and develop the area can
be designed.
