CC RES 1984-014RESOLUTION N0.84 -14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES AUTHORIZING APPLICATION FOR FUNDS FROM OFFICE OF CRIMINAL JUSTICE PLANNING. WHEREAS, the City of Rancho Palos Verdes desires to undertake a certain project designated as the Rancho Palos Verdes Community Crime Resistance Program to be funded in part from funds made available through State General Funds as authorized by Chapter 1291 of the 1982 Statutes for the California Community Crime Resistance Program, administered by the Office of Criminal Justice Planning (hereafter referred to as OCJP). NOW, THEREFORE, BE IT RESOLVED that the City Manager of the City of Rancho Palos Verdes is authorized, on its behalf to submit the attached Application for Grant for Law Enforcement Purposes to OCJP and is authorized to execute on behalf of the City of Rancho Palos Verdes the attached Grant Award for law enforcement purposes including any extensions or amendments thereof. BE IT FURTHER RESOLVED that the applicant agrees to provide all matching funds required for said project (including any extension or amendment thereof) under the Community Crime Resistance Program and the rules and regulations of OCJP and that cash will be appropriated as required thereby. This system is, at best, inconsistent as group meetings are arranged by request of the homeowners group and programs are conducted by available Sheriff's staff rather than designated trained staff. Once block groups are organized it is hoped that effectiveness of the program will increase and especially that a communications network, which presently is nonexistent, be established with the regional sheriff's office located outside our City. TARGET AREA DESCRIPTION: The project will be used to consolidate and coordinate the Neighborhood Watch program throughout the City. This will be the basis of a City -wide Neighborhood Watch organization. This program will be expanded when areas outside of a formalized association are identified as expressing interest in the program,become high crime areas or can be readily accomodated into existing neighborhood associations. • Attachment 7 (Prog. Project Director OL Attachment 15 PLANS FOR ASSUMPTION OF COSTS It is anticipated that the Rancho Palos Verdes Community Crime Resistance Program will become self sufficient within two to three years. After the initial funding year all personnel cost other than City staff support will be on a volunteer basis. City Council presently absorbs costs for City staff support and most program personnel (Sheriff Deputies) and non - personnel costs. It is anticipated that by using volunteer personnel that any increase in non - personnel costs will be offset by a reduction in personnel costs, Attachment 16 JOB DESCRIPTION POSITION: Crime Resistance Coordinator GENERAL STATEMENT OF RESPONSIBILITIES: Assigned to Neighborhood Watch Organization of the Community Services Department. The Crime Resistance Coordinator is responsible to organize community neighborhood volunteers to carry out the crime prevention functions. This involves co- ordinating groups within the community to schedule and conduct meetings between the police and the community on a full range of crime prevention topics as well as building a sufficient rapport with the community to communicate community perceived crime problems to the Los Angeles County Sheriff's Department. In addition, the Coordinator works within the department to form a liaison between the organization's operations and the Sheriff's Department to distribute crime prevention resources and crime analysis information. Assist in bureau programs development. EXAMPLE OF DUTIES: Speak in front of large groups of people from both impromtu and prepared text, Coordinate and conduct Neighborhood Alert meetings. Provide and dispense information regarding shoplifting, robbery, and emplo9ec theft awareness through seminars. Schedule and conduct Rape Awareness program with an officer in attendance. Schedule and conduct Victimization of Elderly program with an officer in attendance. Assist in writing public service announcements and brochures. Answer public media inquiries. Initiate contact with local business and community leaders. Build rapport within community through various public meetings, i.e. City Council meetings, Chamber of Commerce meetings, etc. Conduct field surveys of potential crime areas by initiating contact with citizens and providing information regarding areas needing improvement. Assist supervisor in preparation of Crime Prevention reports as required. EMPLOYMENT STANDARDS: At least 18 years of age.
