ADJOURNED REGULAR MEETING
OCTOBER 22, 1984
The meeting was called to order at 7:40 P.M. in Reeves Hall, St. Peters
by the Sea Church, 6410 Palos Verdes Drive South, notice having been given
with affidavit thereto on file.
PRESENT: HINCHLIFFE, HUGHES, McTAGGART, RYAN, AND MAYOR BACHARACH
ABSENT: NONE
Also present were City Manager Donald F. Guluzzy, City Attorney Bill Strausz,
Director of Environmental Services Sharon Hightower, Assistant Planner Alice
Angus, City Clerk Jo Lofthus, Director of Community Services Tom Bandy, City
Geologist Dr. Perry Ehlig, Public Works Superintendent Charles Abbott,
Mayor Bacharach's opening remarks dealt with the format for the meeting:
Technical presentation by Dr. Ehlig, answer to written questions and, time
permitting, informal group discussions by citizens, short report by recorders
for those groups, and return to answering questions from the audience.
TECHNICAL PRESENTATION
City Geologist Dr. Ehlig gave a slide presentation on the history of land
movement in the area. These slides, maps , and aerial photographs depicted;; the
three landslide areas in the City, demonstrated the amount of movement within
the last twenty years, exhibited the present location of Palos Verdes Drive
South and the suggested relocation area.
City Attorney Strausz followed with a brief statement about the general make-
up of a redevelopment agency and its role in capturing the incremental:.tax
revenue to pay for improvement projects.
RESPONSE TO WRITTEN QUESTIONS
Council and staff then proceeded to answer various questions submitted by
residents. Those questions dealt mainly with the public hearing process to
which the Redevelopment Agency meetings are subjected, the fact that eminent
domain will be used only for necessary public projects, the necessity of the
Agency adopting certain provisions, such as the Owners Participation Agreement
even though it was not applicable to this agency.

Additionally, Council addressed concerns regarding the relocation of homes on
Palos Verdes Drive South most affected by the deterioration of that road,
methods of financing the relocation of the road, and the amount of money spent
on maintaining Palos Verdes Drive South to- date.
Council responded at length to additional questions regarding the slide in
the Flying Triangle area in Rolling Hills, if grading might impact wildlife
in the area, the method used to determine fair market value of property, and
if the Homes Association will be required to open the private roads for use
by the public.
In response to questions about building a marina, Council stated that no
such plans exist. It might, however, be necessary to build a sea wall to
protect the toe of the slide. With regard to requirements for low to
moderate income housing the Agency is required to expend 20% of its.Tax
Increment On low and moderate income housing in the Project Area or the
city*
Irr igat ion f or farming in the area was cited as having no effect on the
slide.
Since the entire meeting had been taken up with responding to citizens
questions, no time was left to have the informal group discussions..
ADJOURNMENT At 9:55 P.M. the meeting adjourned on motion
of Councilman Hughes.
