CC MINS 19840908 JNTM I N U T E S RANCHO PALOS VERDES CITY COUNCIL CITY COUNCIL /PLANNING COMMISSION JOINT MEETING SEPTEMBER 8. 1984 The meeting was called to order at 8:00 A.M. by Mayor Jacki Bacharach at 28300 Western Avenue, notice having been given with affidavit thereto on file. PRESENT: McTAGGART, HINCHLIFFE, HUGHES, AND MAYOR BACHARACH ABSENT: RYAN Also present were Planning Commissioners Von Hagen, Wike, and Ortolano. Staff members present were City Manager Guluzzy, Environmental Services Director Sharon Hightower and Associate Planner Alice Angus. Also in attendance were members of the San Pedro Peninsula Chamber of Commerce. The Mayor gave a brief summary on the status of adoption of the General Plan Amendment and its significance to the Eastview area. FIELD TRIP OF Council viewed the setback behind Lucky's EASTVIEW AREA Market. Council and the Commission conducted a field trip of the various commercial establishments in the Westmont Plaza, and it was the consensus that buffering is necessary behind the Lucky's Market and that the zero setback behind the shops abutting the Sanitation District property was not a problem. Council directed staff to contact the owner of Carl's Jr. regarding the negative impact of its drive -thru operation on its residential neighbors. Request Carl's to change to a less disruptive communications device and /or limit the hours of operation for the drive -thru. Council did not find zero setback objectionable, small 5' - 10' setbacks create more of a problem. Council discussed sign materials, window signs, and building heights. Council directed staff to enforce code relative to removal of I.D. signs for businesses that no longer exist. Council directed staff to contact the owner of Harbor Heights regarding his intentions for improving the property. The consensus was that while there exists a visibility problem, all the signs along the frontage of Harbor Heights are not necessary. Council directed staff to contact Councilwoman Flores regarding a boundary adjustment in front of Western Plaza. #701Y -B25 Council discussed under canopy signs and setbacks where adjacent developments had common ownership. Staff discussed Los Angeles City's recent rezoning and will provide more information at the next City Council meeting. Council directed staff to check limits on regulating off -site billboards. Council summarized its requests and asked staff to report back on potential to designate entire commercial area as Specific Plan District.
