ADJOURNED REGULAR MEETING.
MAY 293, 1984
The meeting was called to order at 7:30 P.M. by Mayor Bacharach, notice having
been given with affidavit thereto on file.
PRESENT: McTAGGART, HINCHLIFFE, HUGHES, RYAN, AND MAYOR BACHARACH
ABSENT: NONE
Also present were Planning Commissioners McNulty, Ortolano, Von Hagen, Wike, and
Chairman Brown. Present for the Summer Transit Program were Sub - committee members
Blue and Barber.
Staff members present were City Manager Donald F. Guluzzy, Environmental Services
Director Sharon W. Hightower, and Public Works Director Gordon Siebert.
Joint Meeting With Planning Commission
The Council and Planning Commission proceeded to discuss a number of issues:
City Attorney assistance, format of Commission meetings, Eastview General Plan
Amendment, and what can be expected as'a` result of the Trails Study. No action
was taken.
The joint meeting finished at 8:15 P.M.
Joint Meeting with Transit Sub - committee
Summer Transportation Program
Public Works Director Siebert presented the May 29,. 1984 report which outlined
the Committee's proposal for retaining demand- responsive service through the
summer months. Additionally, the report summarized the fiscal impact of these
proposals and made the following recommendations: 1) Approve three changes in
service proposed by the Council /TAC Sub - committee. 2) Approve the experimental
fixed route service, and 3). Increase the budget authorization by $4,000 monthly
to allow for two fixed route vehicles.
Council discussion then followed regarding inefficiency of fixed route services
and the need to accommodate on- demand uses and beach oriented trips in preference
to daily subscription school service. Also discussed was a $1.00 fare with RTD
tokens given, no Sunday service, and weekend service until 11:00 P.M. Discussion
concluded with the following consensus:
1. Dial -A -Ride service will continue in its present format with
up to three vehicles.

2. Elementary schools will not be added as satellite stops.
3. One vehicle will be held for non - .subscription service during
A.M. and P.M. peaks.
4. Coordination with R.T.D. for beach service will be promoted
with one van designated to meet R.T.D. at Golden Cove.
5. Passengers on R.P.V. Transit debarking at Golden Cove will
be offered a 25 cent token good on the R.T.D.
6. All intersections in the Peninsula Center will be authorized
drop -off points. New Satellite stops include Peacock Alley
and Longs Drugs parking lots, Courtyard Mall on Deep Valley
Drive, and up to two other stops to be identified. Rolling
Hills Estates will be asked to permit signs to be posted.
7. Friday and Saturday service will end at 9:30 P.M.
CITY MANAGER Council set 6:00 P.M. Monday, June 4, as the
EVALUATION time for a closed session to discuss the City
Manager's evaluation by themselves using the new
format prepared by City Manager Evaluation
Sub - committee members Hinchliffe and McTaggart.
LEGISLATION Councilman McTaggart moved, seconded by Councilman
(306 ) Ryan and carried to OPPOSE SB 2367 and to notify
our legislators of this opposition.
CENTURY FREEWAY Council reviewed the May 15, 1984 letter from the
El Segundo Employer's Association requesting support
for the. issue of the Century Freeway to be constructe
initially with a light rail line in the median, and directed staff to prepare letter
to send to LACTC and the El Segundo Employer's Association as soon as possible.
ADJOURNMENT At 10:30 P.M. the meeting adjourned to a closed
session on June 4, at 6:00 P.M. on motion of
Councilman Hinchliffe.
