ADJOURNED REGULAR MEETING
MARCH 29, 1984
The meeting was called to order at 7:45 P.M. by Mayor Bacharach, notice
having been given with affidavit thereto on file*
PRESENT: HUGHES , McTAGGART , - HINCHL IFFE , RYAN , AND MAYOR BACHARACH
ABSENT: NONE
Also present were City Manager Guluzzy, Director of Environmental Services
Hightower, Director of Community Services Bandy, Acting Administrative Services
Director Beaubien, Leisure Services Director Thomas, City Clerk Lof thus ,
Deputy Director Seibert, Recreation Leader Becky Martin, City Manager's
Secretary Betty Uht, and Community Services Secretary Darlene Davison.
Representing the Los Angeles County Fire Department was Batallion Chief Dave
Brown*
Public Works
Councilman McTaggart explained the operations of the City's Public Works
Department, their major functions and responsibiilities, and their efforts in
coordinating the study to stabilize the Portuguese Bend Slide. Additionally,-
he summarized the Building and Safety activities now being conducted by that
department and how this will upgrade the quality of building inspection services.
Parks and Recreation
Councilman Ryan gave a brief rundown on the history of purchases of surplus
school district sites by the City for use as parks and the effect of revenue
reduction on park development. Additionally, he alluded to the Sanitation
District's ten acre site in the Eastview and the limitations on developing
that as a park sites
Planning
Councilman Hinchliffe summarized the background of the General Plan and how it
determined land use in the City. He also explained the upcoming public hearings
that would be held to adopt an amendment for the Eastview area. Additionally, he
explained the review process of planning matters by staff, the Planning Commission
and then the City Council. Finally, he gave an overview of the Council's
initiation of a study to stabilize the landslide area and how that will reduce
the road maintenance costs of Palos Verdes Drive South.

Police
Councilman Hughes summarized the concept of the Regional Police Agreement with
the Cities of Rolling Hills and Rolling Hills Estates and how it provided more
efficient police protection for the residents of the three cities. He then
went on to explain and encourage the use of the 911 Emergency number. On the
issue of Cable TV, he summarized the status of the present franchise and the
merits of the City having its own franchise agreement with the Cable TV company.
Budget
Mayor Bacharach reviewed the Rancho Palos Verdes Transit system and its source
of funding from Proposition "A" funds. On the matter of finances, she gave a
synopsis of the City's source of revenue.
At this time in the meeting, Mayor Bacharach opened up the meeting for questions
from the audience. In response to this invitation to speak was a resident of
Trudi Drive in the Eastview area who presented a petition signed by 15 residents
who object to the two story house, being built on Jaybrook. He requestea that
construction be halted until .,it has been investigated by the Planning Department*
There being no further response to the Mayor's call for audience questions, the
meeting adjourned at 8:25 P.M. to Tuesday, April 3 at 6:00 P.M. for a Work
Session on the Golden Cove study. Motion made by Councilman McTaggart.
