ADJOURNED REGULAR MEETING
MARCH 14, 1984
The meeting was called to order at 7:15 P.M. by Mayor Jacki Bacharach at
Dodson Junior High School, 28014 Montereina Drive, notice having been given
with affidavit thereto on file*
PRESENT: McTAGGART , HINCHL IFFE , RYAN,, AND MAYOR BACHARACH
LATE ARRIVAL: HUGHES @ 7:25 P.M.
ABSENT: NONE
Also present were City Manager Donald F. Guluzzy, Public Works Director Charles
Abbott, Deputy Director Gordon Siebert, and City Clerk Jo Lofthus.
AWARD OF CONTRACT Deputy Director Siebert presented the revised
FOR PARK LANDSCAPE contract for Council approval, with the recommen-
MAINTENANCE dation that Council award a contract to
(1201) Environmental Care, Inc. for the work outlined
in the contract specifications at a monthly cost
of $8,645 ($7,857.60 plus an approximately 10%
contingency) for the period beginning April 1, 1984 and ending on June 30, 1985
for a total contract price not to exceed $129,675. The cost of this contract
to be financed from the General Fund balances. Councilman Hinchliffe moved,
seconded by Councilman McTaggart to approve staff recommendation. A brief dis-
cussion followed regarding the contract for the parking, and whether staff will
prepare an analysis of contracting the parking-services separately.. The motion
to approve the contract carried on the following roll call vote:

TOWN HALL MEETING At 7:30 P.M. Mayor Bacharach welcomed members of
the audience and introduced the City Council
members. She also introduced the staff members
present: City Manager Donald F. Guluzzy, Recreation Leader Michael Reeves, Acting
Administrative Services Director Greg Beaubien, Public Works Director Charles
Abbott, Deputy Director Gordon Siebert, Director of Environmental Services Sharon
Hightower, Community Services Director Tom Bandy, Associate Civil Engineer Tony
Antich, City Clerk Jo Lofthus, City Manager's Secretary Betty Uht, Community
Services Secretary Darlene Davison, Recreation Leader Becky Martine Representing
the Los Angeles County Fire Department was Captain Ray Brunstrom.

Mayor Bacharach gave a brief overview of each City Department and the major
programs undertaken by those departments.
Public Works -
Councilman McTaggart summarized the various tasks of the Public Works Department,
including their coordination of efforts in the Landslide Stabilization Study and
the performance of Building and Safety services now at City Hall.
Parks & Recreation -
Councilman Ryan summarized some of the activities taking place at Ladera Linda,
the closest Recreation Center to the Eastview area, and reviewed the options
available for development of the Sanitation District's ten acre site and the
limitations on development of that area as a park.
Planning -
Councilman Hinchliffe summarized the upcoming General Plan Amendment process
dealing with the Eastview area. The major items of concern to be addressed 'in
that Amendment are the ten acre Sanitation District site, and the commercial
signs along Western Avenue. He commented that the Golden Cove Report is
available for public view. Additionally, he summarized the Landslide Stabili-
nation Study now being undertaken for the Portuguese Bend Landslide area.
Police - Service
Councilman Hughes explained the Sheriff's service agreement with the other-two
Peninsula cities and how this regional agreement benefited the public.
Additionally, he explained the 911 emergency service number and encouraged its
use.
On the item of Cable TV, Councilman Hughes commented that the City is presently
working on an ordinance governing Cable TV within the City.
RPV Transit -
Mayor Bacharach explained the use of Prop. A funds and the one year experiment
undertaken by the City to provide transit service.
Council then proceeded to answer questions from members of the audience regarding
various subjects:
Code Enforcement
Dan Sword, 2067 Avenida Feliciano requested that the City investigate a Code
violation in his neighborhood.

911 Emergency Service -
Peggy Navaro, 1904 Casita Place talked about her experience in using the 911
number. Her call would not go through because she has a 547 prefix.
Bus Benches —
Don Heep, 1905 Avenida Feliciano, representing the Rivera Homes Association,
inquired about the additional bus benches that were needed along Western Avenue.
He said approximately ten more are needed.
Sheriff's Service -
Leo Connolly, 1953 Avendia Feliciano, questioned the hours of Sheriff service
and the effectiveness of that service during high crime time. He also inquired if
the City was considering splitting the Cable TV franchise contract.
ADJOURNMENT At 8:40 P.M. the meeting adjourned on motion of
Councilman McTaggart.
