CC MINS 19850613 ADJ JNTM I N U T E S RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING CITY COUNCIL /TRAFFIC COMMITTEE JOINT MEETING WITH SHERIFF'S DEPARTMENT JUNE 13, 1985 The meeting was called to order at 7:30 a.m. b Mayor John McTa y y ggart, notice having been given with affidavit thereto on file. PRESENT: HINCHLIFFE, BACHARACH, HUGHES, MAYOR MCTAGGART LATE ARRIVAL: HUGHES AT 7:43 A.M. ABSENT: RYAN Also present were City Manager Donald F. Guluzz y, Director of Environmental Services Sharon W. Hightower, Finance Director Greg Beaubien Director Public Works Gordon Siebert, Community Services Director Tom Bandy, City Clerk Jo Purcell, Assistant to the City Manager Teri Hershberg. Representing the Sheriff's Department were Chief Elmer Omohundro Lieutenants Harry Parsons, Ray Lloyd, Ben Hatfield ., Ben Billin er Ron g � Schumach, Grant Johnson, and Sergeant Dave Thomas. Representing the Traffic Committee were members Bill Bartz, Leo Connolly, and Arline Grotz, Acting Traffic Committee Chairman Arline Grotz called the Traffic Committee meeting to order. Mayor McTaggart made some brief opening remarks. Captain Omohundro described the recordkeeping involved in response time reports and gave the background on the various types of responses, how they are handled and how distance and the size of the patrol area affect response time. (At 7:43 a.m. Councilman Hughes arrived.) Discussion then followed regarding the number of field sergeants on duty, how the deputies are supervised in the field, how the activities of the field sargeant are structured, to what extent does P oor radio communications affect response time on the South side of the City, and if response time goals should be reevaluated. #701.CP- MIN.13 Special Traffic Enforcement Efforts - Sergeant Dave Thomas reported on the success of the special enforcement in the Via Colinita area. It was the consensus that the Sheriff's Department should supply the City with copies of letters from residents expressing support for this additional enforcement. Sergeant Thomas presented a monthly traffic summary of the various kinds of citations, arrests, and fatality accidents occuring within the City, year -to -date. A brief discussion then took place regarding the D.U.I. arrests and the number of convictions resulting from those arrests, whether all of the deputies appear in court if a ticket is appealed, and if there is some way of speeding up the reporting process so the City can get the Traffic Safety Revenue. It was the consensus of Council that the Sheriff Subcommittee should meet with the Traffic Court judges to become familiar with how cases are handled and to see if something can be done to expedite them and the resulting safety revenue to the City. Additional discussion followed regarding the amount of time spent by deputies appearing in court on these traffic citations. Council questioned the cost benefit ratio for the extra enforcement in the Via Colinita area. Right Turn Restrictions Sergeant Thomas reported on the on Hawthorne and Ravenspur - Citations issued at this location. The suggestion was made that perhaps this lane should be eliminated entirely for safety reasons, also suggested was the effectiveness of putting in a number of Deputies at this location for a few days. It was the consensus of Council that the Sheriff consider taking some of the deputies from the Via Colinita area for two hours per day for two days a week and use them in the Hawthorne /Ravenspur location. Next item to be discussed was the accident rate on Hawthorne and if there had been any reduction since the installation of the median. (At 8 :35 a.m. Councilwoman Bacharach left the meeting.) The group went on to discuss the regulation of the lunch hour traffic from Miraleste High School. (At 8:42 a.m. Councilman Hinchliffe left the meeting.) Captain Omohondro summarized the disposition of the cases involved in the April 19 incident on Seaview. The Internal Investigations Department is now conducting an investigation of the charges made against the deputies involved. Council June 13, 1985 #701.CP- MIN.13.1 -2- With regard to any hazardous road condition existing within the Cit it was the consensus that the Sheriff's deputies should y� P carry an observation memo pad with them and notify the City should they become aware of such conditions. After a brief discussion of a matter involving a citizen's arrest it was the consensus that a meeting should be held with the Sheriff's department and City employees so the matter of citizen's arrest could be discussed. On the issue of false alarms, Captain Omohondro explained that the Deputy P y Discrict Attorney handling the cases for the City. of Rancho Palos Verdes has been on sick leave and nobody has been appointed to handle his case load. Consequently, no enforcement of the false alarm ordinance has been possible. It was the consensus that the City should inquire of the County when we will have a Deputy District Attorney to handle the Cities cases.
