CC MINS 19850326 ADJM I N U T E S RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR COUNCIL MEETING MARCH 26, 1985 The meeting was called to order at 7:00 P.M. by Mayor John McTaggart at the Hesse Park Community Center, 29301 Hawthorne Boulevard, notice having been given with affidavit thereto on file. - PRESENT: HINCHLIFFE, BACHARACH, RYAN, HUGHES, & MAYOR McTAGGART ABSENT: NONE Also present were Acting City Manager Sharon Hightower, Assistant to the City Manager Teri Hershberg, Public works Superintendent Charles Abbott, City Attorney Dorsey and Scott Haiht, representing the Joint Powers Insurance Authority and the City Clerk Jo Purcell. The meeting convened and immediately recessed to a closed session for discussion of the Horan Case settlement. At 9:35 P.M. the meeting reconvened with no action taken. PALOS VERDE S PROPERTIES - COASTAL PARCE L (1801) City Attorney Dorsey summarized the lia- bility involved in the City taking over this parcel of land, Council discussed the pros and cons of the legislation proposed by Assemblyman Felando, particularly the provisions under which the grant from the Department of Boating & Waterways would be made. councilwoman Bacharach moved, seconded by Councilman Ryan to contact Assemblyman Felando and express the City's con- cerns with the proposed legislation. The motion carried on a 4 - 0 vote with councilman Hinchliffe abstaining. It was the consensus that Public Works Superintendent Abbott would prepare a report on the Department's grant, and a timetable for implementation if the City does take over ownership of this parcel. PORTUGUESE BEND LANDSLIDE STATUS REPORT (1801) #700CP -.2 Referring to the March 11, 1985 Status Report, Superintendent Abbott reported on the pumping and the capacity of the wells. he briefly described the condi- tion of Lake Ishabashi and the efforts being made to lower the water in that area, TRANSIT ADVISORY COMMITTEE Referring to the appointment of two (1505) x (106) Committee members by the City or Rolling Hills Estates, Councilman Hughes ques- tioned the makeup of the Transit Advisory Committee. Council then discussed the pros and cons of the City joining a joint powers authority for conducting the Dial -A -Ride program, whether this was an appropri- ate time to make a decision on how the P.V. Transit system should be run, or if it should be held off a while to get experience in operating the system. Councilwoman. Bacharach moved, seconded by Councilman Hinchliffe that the makeup of the Transit Advisory Committee would be as follows: 4 representatives and 1 alternate from the City of Rancho Palos Verdes, 1 representative from Rolling Hills Estates, 1 representative from Palos Verdes Estates, and 1 from the County of Los Angeles. Each will have an alternate who will vote only when the member is not present. The motion carried unanimously. PLANNING COMMISSIONER - City Attorney Dorsey summarized his memo - HARVEY BROWN randum of March 26 and previous correspon- (1203) x (106) dence to Dr. Brown. After discussion of the matter Councilman Ryan moved, seconded by Councilwoman B acharach that effective March 27, 1985 at Noon, Dr. Brown be dismissed from the Planning Commission and directed the City Clerk to advertise for a replacement. The motion carried on the following roll call vote: AYES: HINCHLIFFE, BACHARACH, RYAN, HUGHES, AND MAYOR McTAGGART NOES: NONE ABSENT: NONE ADJOURNMENT At 11:30 P.M. the meeting adjourned on motion of Councilman Hinchliffe.
