ADJOURNED REGULAR MEETING
MARCH 19, 1985
The meeting was called to order at 6;25 P.M. by Mayor John McTaggart at the
Hesse Park Community Center, 29301 Hawthorne Boulevard, notice having been
given and with affidavit thereto on file.

Representing the United States Post Office were the following: William Goode,
Clarence Warner, Teri Cherene, Jerry Lindsay, and Bob Hill. Representing Palos
Verdes Properties were the following: Ken Marks, Clark Leonard, Geologist
Sid Neblett, and Don Ury.
The discussion opened with City Manager Guluzzy summarizing the reasons for
calling this work session with the Post Office representatives. Geologist Don
Sid Neblett, presented overlays of the site showing the geological nature of the
area. He presented some general geological views of the area showing the
existing ground surface. These included topographical drawings of the area
which showed the various kinds of bedrock and explained the character of the
forces that exist in the slopes.
In response to Council's questioning about the ground water conditions that
effect this area, Mr. Ury said that the project would provide a drainage system.
Additionally, Mr. Ury went on to respond to questions regarding the amount of
grading, the location of the buttressing, and the stability of the area iden-
tified as having an ancient landslide.
In response to Council's questions, the Post Office representative responded
that they are planning to purchase only 5 of the 35 acres for the Post Office.
Additionally, they presented photographs of existing post offices illustrating
the various types of construction that are available indicating how the post
office can be built to be compatible with the community.
Additional Council questions ensued regarding the treatment of the property line
between the synagogue and the proposed post office site, whether this site was
the number one choice for its location, if it was intended to have continued
service in the Peninsula Center area such as a window and box operation.
Council also inquired about the remaining time left on the Post Office present
lease, if the new facility will be a full service facility, whether the post
office Palos Verdes Estates would remain open, and if they intend to keep the
Eastview retail operation open.

Additional Council inquiries followed concerning the number of carriers that the
post office presently has to service the Eastview area. Responding to Council's
questions about the proposed site, the Post Office representative said that the
hours of operation would be from 6:00 A.M. until 5:30 P.M. and that it will not
be a 24 hour operation. Council then expressed their concerns about the
following: Ingress and egress, treatment of the property line, geology of the
area, whether the Post Office could expand their current facility by use of the
adjacent parking lots, and if they had done an engineering study to analyze such
an expansion. Additional Council concerns included lighting that might be
required for the Post Office, noise from vehicles serving the facility, hours of
operation, management of traffic, and road improvements in the area.
The Post Office representatives indicated that a site specific report will be
prepared and distributed to all agencies listed on the intergovernmental agency
list. There will be a 60 day comment period allowing agencies to respond to
that site report.
