REGULAR MEETING
OCTOBER 29, 1985
The meeting- was.called'to order at 7:30 P.M. by Mayor John McTaggart.
PRE-SENT: HINCHLIFFE , BACHARACH , RYAN HUGHES, & MAYOR
McTAGGART
Also present were Planning Commissioners wike , Von Hagen, Orto lano , Hodge,
and Chairman McNulty. Chairman McNulty called the Planning Commission to
order. -
Staff present were City Manager Donald F. Gu luzzy , Director of Environmen-
tal Services Sharon W. Hightower, Senior Planner Ann Negendank, and City
Clerk Jo Purcell.
The Commission and the Council then proceeded to discuss items of concern
and on.-which the Commission was seeking clarification of Council's intent.
KLONDIKE CANYON DRAIN Director Hightower summarized the

that the developer of Tract 17161
be required to install a drain near
the Portuguese Bend Club . Since
residents., other than those who
would live in the proposed project, would benefit from the installation of
this drain, the question had arisen as to who would be responsible for
installation ;of- this drain. At the conclusion of discussion, it was the
consensus that this condition could be imposed upon the developer, but some
way mi-ght . -be .devised -by the developer so that all benefitting parties would
share in the cost .

ISLAND VIEW TRACT Director Hightower summarized the

a fence. With the completion of the
homes adjacent to Crest Road., the
issue of privacy for those lots was now a concern. The suggestion had been
made that walls be allowed inside of the fence in areas where they would
not affect the view, but would provide the necessary privacy for home-
owners. Instead of waiting until individual requests are received by the
City, the recommendation was that these walls be built all at once. This
matter was referred to staff to approve,
1985-86 WORK PROGRAM
Inspection of Homes Prior to Resale.- A brief. discussion followed on how
this inspection process would be enforced. Staff was requested to give the
Planning Commission a copy of their report on this item when it is comple-
ted,
AYSO Proposal on Sanitation and District Site - The suggestion was made
that - a staff issue a press release to be published regarding the Novem-
ber 7th Parks and Recreation Committee meeting on this matter,

CABLE TV LINE EXTENSION Councilman Hughes reported that the
sub - committee is negotiating a con-
tract to grant a franchise to ser-
vice areas not presently in the con-
tract. This agreement will provide
a line extension policy that relates to subdivisions that are not presently
developed. On future sub-divisions, the Cable Company will install cable
if the number of homes per mile is the same or greater than the average
that presently exists in the City. If the density is lower, the Developer
will have to pay for part of the line extension.
