CC MINS 19850827 ADJM I N U T E S RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING AUGUST 27, 1985 The meeting was called to order at 7:30 P.M. by Mayor Pro Tem Douglas Hinch- liffe, notice having been given with affidavit thereto on file. PRESENT: BACHARACH, RYAN, HUGHES, & MAYOR PRO TEM HINCHLIFFE ABSENT: MAYOR McTAGGART Also present were Acting City Manager Sharon W. Hightower, City Clerk Jo Purcell, Director of Public Works Charles Abbott, and Director of Finance Greg Beaubien. Mayor Pro Tem Hinchliffe introduced those present and made opening remarks about the reasons for calling this meeting. Additional Council remarks were made re- garding the root pruning policy that the City had conducted in the past but which proved to be ineffective, and the state law which requires that the City make sure that sidewalks are kept in good repair to reduce the risk of acci- dents, In response to the Mayor's call for public testimony were the following City residents: Charles Rennie, 26837 Grayslake Road; Jane Felland, 5558 Shoreview Drive; George Schaffer, 4659 Browndeer Lane; Dr. Anthony George, 4104 Exultant Drive; Ken Bronowicki , 27004 Fond du Lac; Irene Fraker , 26829 Basswood Avenue; Dorothy Matson, 5702 Ironwood; Bettina King, 5700 Ravenspur Drive; Gerald Hebert, 28746 Golden Meadow Drive; Marcia Spanier, 26706 Basswood Avenue; L.L. Lukas, 26727 Shorewood; Mary Wilde, 26615 Whitehorn Drive; Donald Lapedes, 26817 Hyte Road; Dr. Davies, 5346 Ironwood Street; Bill Bartz, 3936 Admirable Drive; Gerald Richman, 27107 Indian Peak Road; C. Wessel, 5858 Finecrest Drive; Andrew Deliman, 5520 Eau Claire; R.L. Smith, 26604 Shadowood Drive; Paulette Saez, 7026 Cloverclif f ; E. Pollonais , 6931 Purpleridge; and Marcia Weiss. Concerns expressed by these residents were as follows: ° Could asphalt and a plastic cement be used to make repairs. Whether the 30% administrative cost should be a flat charge. ° Dr. Anthony George of 4104 Exultant Drive spoke on behalf of some of the residents of Seaview and Admirable. Some of the big pine trees on those streets are breaking the sidewalks and blocking ocean views. Residents are willing to pay their share of the cost of tree removal and post a bond to cover the cost all of this in an effort to prevent future side- walk damage. The residents would be willing to pay more than 50%. ° Ken Bronowicki, 27004 Fon du Lac described the unique situation at his home which has two corners. Staff will inspect that location to deter- mine Mr. Bronowicki's assessment. ° Concern was expressed about having to pay for sidewalk repair for a sec- ond time. 702CP- MIN.17.1 -2 -1- August 27, 1985 ° The effect of tree removal on ground stability. ° Whether the homeowner was liable for sidewalk repair. If a City -wide assessment district could be established to pay for the cost of the sidewalk repairs. ° If a long -range repair policy could be established. ° Donald Lapedes , 26817 Hyte Road, inquired about the City's standards for repair and whether he could get a copy of those standards. ° The use of asphalt and shaving method to correct the sidewalks versus complete replacement of the section. ° If the cost for paying the repair could be spread over three or four years. ° The method used by the City to seek bids for the sidewalk repairs. ° Gerald Richman, 27107 Indian Peak Road, requested to know when his tree would be cut down and if the assessment included the cost of tree remo- val. ° Andrew Deliman, 5520 Eauclaire Drive - reported damage on Shorewood Drive caused by the Canary Island Pines. Staff to inspect the area to deter- mine the amount of damage. ° R.L. Smith, 2664 Shorewood Drive, requested refund of his money. ° Paulette Saez, 7026 Clovercliff - all of the trees on that street are overgrown. She will contact staff about this problem. ° 6952 Clovercliff - area around the fire hydrant is lifted. ° E. Pollonais, 6931 Purpleridge - Canary Island Pines are getting close to the power lines, It was the consensus of council that the sidewalk policy be placed on the Sep- tember 3rd agenda. ADJOURNMENT At 10:30 P.M. the meeting adjourned to September 3rd at 6 :00 P.M. for a work session on cable T.V.
