JOINT MEETING
RANCHO PALOS VERDES CITY COUNCIL /TRAFFIC COMMITTEE
ADJOURNED REGULAR MEETING
AUGUST 6, 1985
The meeting was called to order at 6:25 P.M. by Mayor John McTaggart,
notice having been given with affidavit thereto on file.
PRESENT: HINCHLIFFE, BACHARACH, HUGHES, RYAN AND MAYOR McTAGGART
Also present were Traffic Committee members Grotz, Bartz, Mills, Connolly,
and Chairman O'Shea.
Staff members present were City Manager Donald F. Guluzzy, Director of Pub-
lic Works Charles Abbott, Associate Engineer Kevin Smith, and City Clerk Jo
Purcell.
TRAFFIC COMMITTEE RESPONSIBILITY Committee Chairman Tim O'Shea summarized
AND AUTHORITY the Traffic Committee's concerns regard-
ing their Charter, advisory role, and the
fact that Committee members would prefer
to be upgraded to a Commission in order
to allow a more direct role to provide faster response to citizen concerns.
Additionally, the Committee was in favor of the creation of a new Committee
or Commission to deal with Public Safety and police services,
Council and Committee discussion then centered on whether this should be a
new Committee or the Traffic Committee could serve as a Traffic Committee/
Public Safety capacity, whether the Traffic Committee could be made a
Commission, and the make -up of this Public Safety Committee.
Discussion then focused on the Sheriff's services, and in particular the
numberof "no- shows" for traffic citation hearings. During this discussion
it was suggested that perhaps a staff memeber should look through the
Clerk's calendar in the traffic division to determine exactly how many "no
shows" there are on traffic citations.
(At 7:00 P.M. Traffic Committee member Mills left the meeting.)
Discussion then took place on how the Traffic Committee could request more
funding for police services in certain areas.
Councilman Ryan moved, seconded by Councilwoman Bacharach to form an
interim Public Safety Committee made up of two members of the City Council
and two members of the Traffic Committee; this Committee would have six
(6) months to develop a charter.

Next item concerned an oversized vehicle parking ordinance.
After a brief discussion of the proposed ordinance, it was the consensus
that prior to taking any action on this matter, the City Attorney should
provide an opinion on the enforceability of such an ordinance.
Adjournment at 7:30 P.M. the meeting adjourned on motion of Councilman
Hinchliffe.
