CC MINS 19850709 ADJM I N T U E S RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING JULY 91 1985 The meeting was called to order at 7:40 P.M. by Mayor McTaggart notice having been given with affidavit thereto on file. PRESENT: HINCHLIFFE, HUGHES, BACHARACH, RYAN, & MAYOR McTAGGART Also present were Assistant City Manager Sharon W. Hightower, Senior Planner Ann Negandank, Director of Finance Greg Beaubien, and City Clerk Jo Purcell, Environmental Services Department - Mrs. Hightower presented the FISCAL 1985/86 Budget remainder of the policy issues to be considered by Council in approving that department's budget. During the course of discussion the following consensus were reached: Vegetation Clean -up - Staff to prepare alternatives for future discussion. Swales ' - Find out if the City can form a mass nuisance abatement district to collect fees for cleaning of these swales; continue complaint basis for present, Code Enforcement - Weekend enforcements to stay the same for the present. Weed Abatement - Authorize hiring a temporary employee at a cost not to exceed $4,000.00 to implement the Weed Abatement Program. Staff to report back at the end of the term on the results of this program. Business License - No change was recommended for this item. Building and Safety /Engineering Division - Council approved hiring a part -time clerk- typist for 19 hours a week. Computer Parcel File System - Not approved. Video Capabilities - Not approved; cable TV company to provide. . Memory Typewriter - Not approved. Council requested that staff look into the possibility of desk top word - processing versus the centralized word- processing system and other alternatives. Coastal Plan - Approved reprinting the Coastal Plans to sell at $30.00 each; add $2,300 to budget. . Park Development - Grants Money - Staff not to pursue grant money. 702CP /MIN.3.1 -1- Peninsula Equestrian Committee - Staff can be used if the Council repre- sentative needs specific reports. It was the consensus to hold off discussion of leasing the Sanitation District Site, design of the trails, Grandview, Del Cerro, Portuguese Bend, and Abalone Cove Beach Park, and construction and design of Point Vicente area I until the Capital Improvement Program Budget is discussed. It was the consensus of Council that the Parks and Recreation Committee might prepare a list of low maintenance parks projects. Permit Fees - Staff was instructed to continue to revise and add fees as appropriate. Filming Permits - A staff task force should revise filming requirements and fees. Commission and Committee Minutes - Parks and Recreation and Traffic Committee Minutes to be action form only; Planning Commission minutes to have action and summary of concerns as they have been recently, ADJOURNMENT ATTEST: 702CP /MIN.3.2 -2- The meeting adjourned to July 16, at 6:30 for a meeting with the Traffic Committee on motion of Councilwoman Bacharach and carried.
