REGULAR MEETING
OCTOBER 21, 1986
The meeting was called to order at 7:30 P.M. by Mayor Hinchliffe at the
Hesse Park Community Center, 29301 Hawthorne Boulevard. After the Pledge
of Allegiance to the Flag, roll call was answered as follows:

BUS SHELTER City Manager McDuffie presented the
(1505) staff memorandum of October 21 , 1986
and recommended that Council consi-
der and select a bus shelter design. Transit Administrator Marta Espantman
gave a slide presentation showing the various types of shelters.
Council then discussed the pros and cons of the proposed advertising panels
on these shelters and if they were appropriate for the semi -rural atmos-
phere of the City. Certain questions were posed regarding the minimum
number of shelters that needed to be ordered from this company, and whether
local merchants could purchase advertising space on these shelters. Coun-
cil also inquired if certain areas of the City required the larger 17'
shelters. Additional discussion took place regarding the advertising and
whether the advertising would be compatible in. some areas but not in
others.
Councilman Ryan moved, seconded by Councilman Hughes to refer this matter
to the Transit Advisory Committee and that they consider using the adver-
tising feature on these shelters and bring a recommendation back to Coun-
cil. The motion carried on a 4 -1 vote with Councilwoman Bacharach voting
in opposition.
HAZARD ELIMINATION SAFETY City Manager McDuffie presented the
PROGRAMS - SIGN UPGRADING staff memorandum of October 21, 1986
AND HAWTHORNE BOULEVARD/ and recommended the following: (1)
PALOS VERDES DRIVE Council approve an agreement with
SOUTH IMPROVEMENTS Modern Alloys Inc. for the construc-
(1404) tion of HES- OOOS(140) arterial sign
upgrade. (2) Approve an agreement
with Excel Paving for the construction of HES- OOOS(205) Hawthorne Boule-
vard /Palos Verdes Drive South Safety Improvements, contingent upon final
approval by Caltrans.
Councilwoman Bacharach moved, seconded by Councilman McTaggart to adopt the
staff recommendation. The motion carried on the following roll call vote:

HEIGHT VARIATION NO. 445 -

City Manager McDuffie presented the
staff memorandum of October 21, 1986
and recommended that Council dismiss
Height Variation No. 445 appeal
thereby of firming the Planning Com-
mission's action and denying the
project,
A lengthy discussion then ensued about the procedure followed in appealing
height variations to the City Council and whether notice of hearing should
be given upon the filing of an appeal so they would come directly to the
Council f or hearing,
The applicant in this matter, Richard Smith, 2704 San Ramon Drive, said he
felt the Planning Commission based their decision on an incorrect interpre-
tation of the cumulative impact effect. He felt that the decision was in
error and possibly illegal. Also speaking in favor of the appeal was Mrs.
Smith who presented a petition of support signed by 14 of the residents of
San Ramon Drive.
Representing the Planning Commission was Chairman Peter Von Hagen, who
clarified the procedure taken by the Planning Commission, especially with
regard to advising applicants of their rights to appeal a decision to the
City Council,
Councilwoman Bacharach moved, seconded by Mayor Hinchliffe to set this mat-
ter for public hearing. The motion carried on a 3 -2 vote with Councilmem-
bers McTaggart and Hughes voting in opposition.
Councilwoman Bacharach moved, seconded by Councilman Ryan to direct staff
to prepare a code amendment similar to the zone change process. The motion
carried.
The City Attorney explained that this would be a procedural ordinance that
would not be required to go before the Planning Commission, nor would it
require a public hearing for its adoption. Clarifying Council instruction
he said that the procedure prepared will enable appeal of Planning Commis-
sion decisions to be automatically set for public hearing before the City
Council so that if the Council finds the appeal has merit an appeal hearing
can be held immediately; notice will be given to property owners as re-
quired,

CITY COUNCIL REPORTS:
National League of Cities Membership (1102) - Councilman Ryan moved, sec-
onded by Councilman McTaggart to authorize membership in the National
League of Cities. The motion carried on the following roll call vote:

Report on Sanitation District Board Meeting - Mayor Hinchliffe reported on
his attendance at the last Sanitation Board District where the matter of
the District's request for waiver from the 40 -60 treatment formula was dis-
cussed. Also discussed at that hearing was the fact that material coming

out of the Portuguese Bend slide area which is drifting into the surf zone
and affecting the plant and animal life that exists at that level. It was
felt that the Sanitation District in providing this service in that area
may indeed be granted this waiver from the Environmental Aid Protection
Agency.
Proposition "J" - Mayor Hinchliffe referred to a letter received from Los
Angeles County Supervisor Dean Dana requesting support for this proposi-
tion. Councilman Ryan moved, seconded by Councilman McTaggart to support
Proposition "J ". The motion carried unanimously.
Horse Gate at Crenshaw - Councilman McTaggart presented pictures of the
horse gate at Crenshaw Boulevard and related how a resident was unable to
use the gate because the combination number was not available; neither was
the number available at City Hall. He requested that the combination to
the lock be made available at City Hall.
Cable TV Installation - Referring to a complaint from a resident on Bay -
ridge about a Cable TV cable that was recently installed and which ob-
structs his view, Councilman Ryan inquired if the City could seek the help
of the cable company to ameliorate this kind of a situation. Discussion
followed on the restrictions that the cable company has in installing these
lines and the area on the pole to which they are restricted. After discus-
sion of how much latitude Dimension Cable TV may have in installing these
lines, it was the consensus that staff should contact them to find out what
could be done, if anything, to reroute this cable, and to advise them to be
sensitive to such situations in the future. Further, it was requested that
staff determine whether the cable on Bayridge was being used as a feeder
into Palos Verdes Estates.
Parking of Large Vehicles - Referring to a field trip by both he and Coun-
cilman McTaggart, Councilman Ryan described the situation in the Menominee
cul -de -sac where two large vehicles are parked. Apparently two cars cannot
pass in this area when the large vehicles are present. He also alluded to
an easement on Clipper Road which apparently had been paved over and which
is being used to store vehicles. It was the consensus that the City Attor-
ney should consider parking restrictions on vehicles over a certain width,
and possibly restrict parking to one side of the street in certain areas of
the City. Staff was directed to have the Traffic Committee reconsider the
parking situation on Menominee.
Newsletter - Reporting on a subcommittee meeting of Mayor Hinchliffe, City
Manager McDuf fie , Community Services Director Tom Bandy and himself, Coun-
cilman Ryan said it was the consensus that a special centerfold should be
prepared for the City NEWSLETTER. This centerfold would deal with the sub-
ject of the landslide and explain in the next issue, the grading project in
that area..
Project Sign - Alluding to the grading project about to start in the Portu-
guese Bend area, Councilwoman Bacharach suggested that two project signs
explaining the grading project be purchased for that area.
South Bay Transit - Councilman Ryan suggested that the subject of transpor-
tation in the South Bay area would be an appropriate subject for some fu-
ture work session of the City Council.

CITY MANAGER REPORTS:
Christmas /New Years' Holiday Schedule (1202) - City Manager McDuffie pre-
sented his memorandum of October 21, 1986 and recommended that the City
Council grant January 2, 1987 as a holiday for 1987 in exchange for Veter-
an's Day, Wednesday, November 11, 1987. This will be for 1987 only with a
review of the holiday schedule prior to budget adoption in fiscal 87 -88.
He further recommended that in each budget year the Council review the ho-
liday schedule and that a schedule be adopted in the context of the fiscal
year budget.
Discussion followed on whether this holiday should be granted since that
holiday is in the fiscal 87 -88 year, if it was more appropriate to trade
off the 1986 holiday at this time, and if Alternative No. 2 of the memoran-
dum, granting January 2, 1987 as a one -time holiday for 86 -87 should be
considered by the Council. Councilwoman Bacharach moved, seconded by Coun-
cilman Hughes to grant Alternative No. 2 and discussed the holiday schedule
for 1987 -88 by December of this year. The motion carried on the following
roll call vote:
