CC MINS 19860902 i M I N U T E S RANCHO PALOS VERDES CITY COUNCIL REGULAR MEETING SEPTEMBER 2. 1986 The meeting was called to order at 7:30 P.M. by Mayor Douglas Hinchliffe at the Fred Hesse Community Park Center, 29301 Hawthorne Boulevard. Following the pledge of allegiance to the Flag, roll call was answered as follows: PRESENT: HUGHES, RYAN, BACHARACH, McTAGGART & MAYOR HINCHLIFFE Also present were City Attorney Steve Dorsey, Director of Environmental Services Robert Benard, ' City Clerk Jo Purcell, Public Works Director George Wentz and Community Services Director Tom Bandy. WAIVER OF FULL READING OF Councilwoman Bacharach moved, sec- ORDINANCES & RESOLUTIONS onded by Councilman Hughes and car- ried, to waive reading in full of all ordinances and resolutions adopted at this meeting with consent to waiver of reading deemed to be given by all councilmembers after reading of the title, unless specific re- quest was made at that time for the reading of such ordinance or resolu- tion. APPROVAL OF AGENDA The City Clerk announced the follow- ing additions: Heavy traffic on Pal- os Verdes Drive South, Substance A- buse Coordinator, and herbicide us- age. The agenda as amended was approved on motion of Councilwoman Bacha- rach, seconded by Councilman Ryan and carried. TRACT NO. 37 205 - RELEASE OF Released the public improvement per- PERFORMANCE & GRADING BOND formance bond and the grading bond, • (1411) and instructed the City Clerk to no- tify the principal and the surety. RECONSTRUCTION PROJECT CONTRACT Approved award of the Montereina (1404) Drive, Avenida Cuaderno and Delason- de Drive reconstruction project to Sully-Miller - Contracting Company in the amount of $79,550. 702CP/MIN9.1 APPROVAL OF RECONSTRUCTION (1) Accepted the completed work and PROJECT (1404) approved final payment in the amount of $81 ,814.62. ($90,905.13 less 10% retention of $9,090.51) (2) Direct- ed the City Clerk to file a notice of completion, notify the surety, exonerate the contract bonds and release the retention 30 days after said notice is recorded if no claims are filed against the contractor during this period. RESOLUTION NO. 86-59 - ADOPTED RESOLUTION N0, 86-59 ALLOW- REGISTER OF DEMANDS ING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID, The motion to approve the Consent Calendar carried on the following roll call vote: AYES: HUGHES, RYAN, BACHAARACH, McTAGGART, AND MAYOR HINCHLIFFE NOES: NONE ABSENT: NONE PUBLIC HEARING PUBLIC HEARING VALLEY Mayor Hinchliffe opened the public VIEW DRIVE VACATION OF hearing on .this vacation of the six RIGHT-OF-WAY (901) foot -of frontage, lots 1 through 34 of of Tract 31714. The City Clerk reported that notice had been duly pub- lished. Director Wentz requested that the public hearing be continued to October 7, 1986 so that further staff research could be done with regards to the Trail Plan and design of the curb and gutter, Councilman McTaggart so moved, seconded by Councilman Ryan and carried. STUDENT AND THE LAW - Community Services Director Tom REQUEST FOR FUNDING Bandy presented the September 2, (1705) 1986 memorandum which contained the background on the budget delibera- tions for funding for this program. Staff recommended that the request for funding for fiscal year 1986-87 be denied. Representing the Sheriff' s Department was Captain Elmer Omohundro who ex- plaitned how this program has been a part of the curriculum at Rolling Hills High School. He went on to describe its value and-- the opportunity they afforded students in learning about the justice system. Referring to the lessons scheduled for this program, Council inquired about the subjects presented, and whether an alternative method, such as noon time assemblies, could be considered for presenting this program. Howard Lawrence, Principal of Rolling Hills High School, told the Council that thiT -1 _s, been a successful elective program at the school. Additional comments were made by the Council concerning the cost of -this program and how it compared with other electives. Councilman McTaggart moved, seconded by Councilman Hughes to approve this request for $10,972 to fund- the Student and the Law Program for three semesters: one at Miraleste and two at Rolling Hills High School. The motion carried on the following roll call vote: AYES: McTAGGART, HUGHES, AND RYAN, NOES: BACHARACH AND MAYOR HINCHLIFFE ABSENT: NONE It was the consensus of the Council that the school subcommittee should monitor this program throughout the year with the idea of looking for an less expensive program. TAXI CAB OPERATION WITHIN Director Wentz presented the staff THE CITY (1505) memorandum of September 2, 1986 re- garding the letter from Wilmington Cab Company about its newly acquired self-insured status and a proposed rate increase. The City will be affected by these changes in the taxi cab operation provided to the general public and in the operation of the Penin- sula Dial-A-Ride. The company has confirmed that for the Dial-A-Ride pro- gram the $7 rate will- still equal a trip of 3.9 miles for eligible riders 702CP/MIN5.1-5 -3- September 2, 1986 but any additional mileage after the 3.9 miles will be at the increased rate. The self-insurance coverage will increase the company's coverage r jr9m y i n to $2 million. - Councilwoman Bacharach moved, seconded by Councilman Ryan and carried to receive and file this communication. COUNCIL COMMITTEE REPORTS Palos Verdes Transit Advertising Program (1505) - Councilwoman Bacharach explained that this advertising program had been reviewed by the Transit Advisory Committee and would be administered by the Coordinating Council with Jean Dickinson acting as liaison. During discussion of the advertising and the administration of the program it was revealed that the not-for-profit advertising will be free on a first come, first serve basis, that the Coordinating Council will administer and set-up this program. South Bay Transit Service - Councilwoman Bacharach described the reduction in service that the RTD is planning in the South Bay area. Moreover, cuts are being made by Hughes Aircraft and they will be eliminating their bus service to the Peninsula. She described the van service conducted by the Cities of Hermosa and Manhattan Beach and suggested that perhaps that ser- vice could be extended to serve the Peninsula. She went on to describe certain lines that serve the Peninsula but run through the Cities of Wilm- ington-, ; arbar- City, and Torrance.- =With all of these services in the South Bay area and considering the cutbacks that are being contemplated, she said that the South Bay Corridor Committee has suggested that thought be given to hiring a Coordinator for South Bay Transit. She recommended that this item would be placed on the next Agenda. Miraleste Fire Station - Battalion Chief Erikson briefed the Council on the status of the Miraleste Fire Station: a contact has been let, plan checks are about ready to take place and the construction of the temporary building should be completed within 90 days. All in all, it was determined that it would be four or five months before the firemen are housed in the temporary building. He agreed to inform the City of the progress being made with the new permanent Fire Station. Traffic on Palos Verdes Drive South - Alluding to the heavy traffic and especially trucks using Palos Verdes Drive South, Councilman McTaggart sug- gested that staff investigate some means of routing and perhaps restricting the weight of trucks using that street. SCHOOL DISTRICT - SUBSTANCE Referring to the August 19, 1986 ABUSE COORDINATOR (1401) letter from the Palos Verdes Unified (306) School District about the newly hir- ed Substance Abuse Coordinator and 702CP/MIN5.1-5 -4- September 2, 1986 the need to establish an Advisory Committee, Mayor Hinchliffe appointed himself to be the representative and Councilman McTaggart will serve as the alternate. Staff was requested to send a letter to the School District no- tifying them of this representation. HERBICIDE 24D Citing the hazards of using this herbicide, Councilman Ryan suggested that the Public Works Department de- termine if it is being used by the City, and if so, to stop using it or provide protection to the people who may come in contact with it. A report will be made to Council on this mat- ter. ITEMS REMOVED FROM THE CONSENT CALENDAR BUS STOP IMPROVEMENT PROGRAM Councilman McTaggart related some (1505) incidents pertaining to the con- struction of the existing bus shel- ters within the City and questioned whether the stainless steel modular units should be used instead. It was the consensus that staff would contact the City of Lawndale to find out their experience with that particular kind of bus shelter. The suggestion was also made that the anti-graffiti coating be used. Councilwoman Bacha- rack moved, seconded by Councilman Hughes to approve the staff recommenda- tions as follows: (1) Authorize the removal of eight existing bus benches from their present locations on Hawthorne Boulevard to Palos Verdes Drive South. (2) Approve 31 proposed locations for new bus benches. Delete rec- ommendation number three. (4) Approve the purchase of 45 trash recepta- cles. (5) Approve 20 proposed locations for bus loading site improvement and that item number three be reconsidered. Project expenditures not to exceed $86,500 based on the deletion of bus shelters.
