MAY 6, 1986
The meeting was called to order at 5:45 P.M. by Mayor Hinchliffe, notice
having been given with affidavit thereto on file.

Planning Commission:
PRESENT: HODGE , WIKE , McNULTY , & VON HAGEN
LATE ARRIVAL: ORTOLANO @ 6:00 P.M.
Staff present were City Manager Donald F. Gulu zzy, Acting Environmental
Services Director Ann Negendank, City Attorney Steve Dorsey, Deputy City
Attorney Mark Lamken, City Clerk Jo Purcell, and Associate Planner Steve
Rubin.
HOUSING ELEMENT - AFFORDABLE Deputy City Attorney Lamken suamaar-
HOUSING - GOLDEN COVE ized the state of the law dealing
with affordable housing and the
cases currently under litigation.
[At 6:00 P.M. Commissioner Ortolano arrived.]
Council, Commission members, and the City Attorneys then discussed the gen-
eral aspects of the City's housing element, the median income issue, and
what an appropriate median income would be.
[At 6:11 P.M. Councilman Hughes arrived.]
It was the consensus that $40,000 should be considered the median income.
Howard Adler, representing the owners of Golden Cove, summarized the back-
ground on his company's proposal for these affordable units in meeting the
City's housing element. He requested that the Council make a decision on
this matter as soon as possible.
Th Council and Commission then discussed the ownership and resale of the
of ,ordable units, how "windfall" profit situations could be prevented and
generally how to prevent abuse of the ownership of these units. It was
generally felt that the "owner occupied" requirement would prevent most of
these abuses,
