DISCUSSION OF PROPOSED UTILITY During Council discussion of this USERS TAX proposed tax, it was the consensus that the City Attorney should inves- tigate the tax exempt status of the parcel tax imposed by other cities, that the City Manager should get a quote -from a Big Eight accounting firm on the preparation of an opinion on the tax exemption of such a tax, and that staff should make preparations for a presentation at the March 4 public hearing showing the City's needs and revenue sources. Additionally, Council requested that the most recent budget be made available at the libraries. During discussion of the proposed ordinance, it was agreed that exemptions should be granted for only two years, and it should contain a five year "sunset" clause with annual review by the City Council.
