ADJOURNED REGULAR MEETING
FEBRUARY 4. 1986
The meeting was called to order at 7:30 A.M. by Mayor Hinchliffe, notice
having been given with affidavit thereto on file.
PRESENT: HUGHES, BACHARACH , McTAGGART , & MAYOR HINCHLIFFE
ABSENT: RYAN
Staff members present were City Manager Donald F. Guluzzy, Acting Director
of Environmental. Services Ann Negendank, City Clerk Jo Purcell, Community
Services Director Tom Bandy, Public Works Director George Wentz, Finance
Director Greg Beaubien, and Charles Abbott.
Traffic Committee members Connolly, Blue, and Mills were also present.
Captain Elmer Omohundro and various other members of the Lomita Sheriff's
Station were present.
Mayor Hinchliffe made some brief opening remarks and then presented letters
of commendation to Martha Stewart, Michelle Mellon, and Jerry Amerman, for
their volunteer efforts at the Sheriff's Station.
City Manager Guluzzy gave a brief overview of police related matters: spe-
cial traffic enforcement, of forts , response time, cost and effectiveness,
and community relations.
TRAFFIC ENFORCEMENT Sergeant Dave Thomas summarized the
supplemental traffic enforcement for
Via Colinita and Ravenspur and the
special unit for patrolling Western
Avenue. He cited the reduction in
DUI related accidents and the effectiveness of this increased enforcement
in reducing. the; frequency of accidents, and in curtailing some of the prob-
lems associated with- students from the high school. After an exchange of
comments relating to incidents involving high school students it was the
consensus that the School Liaison Subcommittee (Ryan /Bacharach) would con-
tact the School Board regarding this problem. The suggestion was made that
the Sheriff's Department should furnish some statistics over the last 18
months regarding problems stemming from the high school.
BAT TEAM Sergeant Smith, who heads up the BAT
Team, summarized what had happened
over the past year in the area of--

burglaries: In response to a question regarding the effectiveness of the
Neighborhood Watch and how the rate of burglaries compared with areas not
having the Watch program, it was indicated that perhaps the Sheriff's
Department would be able to gather such data and make available to the
City.
PATROL VS, TRAFFIC ENFORCEMENT
Captain Omohundro stated that in
surveying the data for July, August,
September and October, it was re-
vealed that 96% of burglar alarms
were false. On the P.M. shift, pa-
trol time was down 15% and the rea-
sons for that are being evaluated.
Council then questioned if Crest Road through the City of Rolling Hills was
ever used in responding to emergency calls, if some kind of emergency sign -
age program could be devised to use in cases where major arterials were
blocked off due to accidents, and if there was some procedure whereby the
RTD was notified when accidents occur and buses are blocked. The sugges-
tion was made that perhaps some emergency response procedure should be de-
veloped.
