CC MINS 19870901M I N U T E S RANCHO PALOS VE RDES CITY COUNCIL REGULAR MEETING September 1. 1987 The meeting was called to order at 7:30 P.M. by Mayor Melvin W. Hughes at Hesse Park Community Center, 29301 Hawthorne Blvd. After the Pledge of Allegiance to the flag, roll call was answered as follows: PRESENT: BACHARACH, McTAGGART and MAYOR HUGHES ABSENT: RYAN LATE ARRIVAL: HINCHLIFFE at 7:35 P.M. CEREMONIAL EVENT Mayor Hughes presented a Proclamation to Parks and Recreation Director Mary Thomas in recognition of her ten years of employment with the City. Also present were City Manager Dennis McDuffie, City Attorney Steve Dorsey, Director of' Environmental Services Robert Benard, City Clerk Jo Purcell, Public Works Director George Wentz, and Finance Director Kevin Smith, WAIVER OF FULL READINGS OF Councilman McTaggart moved, seconded ORDINANCES & RESOLUTIONS by Councilwoman Bacharach and carried, to waive reading in full of all ordi- nances and resolutions adopted at this meeting with consent to the waiver of reading deemed to be given by all councilmembers after reading of the title, unless specific request was made at that time for 'the reading of such ordinance or resolution, APPROVAL OF AGENDA The City Clerk announced that the item regarding the Sanitation District site in Eastview had been removed and would be placed on a later agenda. ADOPTED RESOL, NO. 87 -53. ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. City Manager McDuffie presented the staff report of September and the proposed ordinance outlining the recommended purchasing system for the City, 709CP /MINCC9.1 -2- September 1, 1987 Councilwoman Bacharach moved, seconded by Councilman McTaggart and carried to WAIVE FURTHER READING AND INTRODUCE ORDINANCE NO. 218 ESTABLISHING A PURCHASING SYSTEM AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE. GRADING APPLICATION N0, 896 City Manager McDuffie presented the REVISION APPEAL at 7433 VIA LOREDO staff report of September 1, 1987 (1801) and the recommended alternatives: 1) Revise the original approved plan to raise the elevation of the lowest slab by 1.75 feet to compensate for the increased downslope height of the structure; or 2) Reconstruct the roof to lower its height by 1.75 feet. Council then inquired about the original contour of the roof and whether it was flat or sloped and the effect of shifting the footprint of the house. The applicant in this matter, John Stefan, 1821 Harriman Lane, Redondo Beach, then briefed the Council on the changes that occurred during the framing and laying of foundation of the garage. Council questioned the steepness of the driveway and if it was within Code and generally inquired about the reasons for the mis- framing of the garage and for not using the location for the foundation that had been approved by staff. Speaking on behalf of the applicant was Robert Gavola, 200 Via Colusa, Redondo Beach, who made a slide presentation of the structure which depicted the various stages of framing of the house and the views from the different rooms. Aaron Soto, 620 W. 20th St., the framer for the house, explained the elevation of the different levels of the house. During additional discussion between the Council and staff and based upon information supplied by the applicant at the meeting, staff calculated that measuring the height of the house from the present elevation of the garage foundation to its roof was at least 1J ft. too high. Larry Moore, 1532 Espinosa Circle, told the Council that this lot had an unusual configuration and that it had been vacant a long time. He said, the Stefan home would enhance the neighborhood and generally described the architectual uniqueness of its structure. Moreover, he said that the house was not in violation of the Code and that the only problem was the garage foundation. Speaking against the higher elevation of the roof were Gordon Stoute, 7393 Via Lorado and William Jackson, 7405 Via Lorado. Their objections were based on the fact that this house was above. the legal height limitation. Council discussion then centered on the issue that the height of the house could have been measured from the garage slab or the southwest corner foun- dation and if measurements had been taken from that location, then the pro- posed roof line would be within Code. However, the initial determination of staff , based upon the applicant's submitted plans, established the 709CP /MINCC9.1 -3- September 1, 1987 garage slab as the top of the lowest foundation. Councilman Hinchliffe moved, seconded by Councilman McTaggart to deny the Appeal. The motion carried on the following role call vote: AYES: HINCHLIFFE, BACHARACH AND McTAGGART NOES: HUGHES The Council advised Mr. Stefan to meet with the staff to find out what alternatives -they had in solving this problem. RECESS AND RECONVENE At 9:00 P.M. the meeting recessed. At 9:10 P.M. the meeting reconvened. CITY COUNCIL REPORTS AB18. ( Bacharach) Councilwoman Bacharach gave a report on the current sta- tus of the legislation dealing with the formation of the State Transportation Agency. No action was taken on this.matter. AUDIENCE QUESTIONS: Responding to the Mayor's call for audience questions for items not on the Agenda was Robert Boole, 6404 Via Baron, who alluded to his August 9th letter to the Council about the stop sign installed on Coastsite at Seacove. He made suggestions on how this corner could be re- striped and re- signed and stated his objection to the present location of the sign. Council advised him that the matter would be discussed at an upcoming Traffic Committee meeting on September 15th, ADJOURNMENT At 9:25 P .
