REGULAR MEETING
August 18, 1987
The meeting was called to order at 7:30 P.M. by Mayor Melvin W. Hughes at
Hesse Park Community Center, 29301 Hawthorne Blvd. After the Pledge of
Allegiance to the flag, roll call was answered as follows:
PRESENT: RYAN, HINCHLIFFE , BACHARACH, McTAGGART and MAYOR HUGHES
ABSENT: NONE
Also present were City Manager Dennis McDuffie, City Attorney Steve Dorsey,
Director of Environmental Services Robert Benard, City Clerk Jo Purcell,
Public Works Director George Wentz, and Finance Director Kevin Smith,
WAIVER OF FULL READINGS OF Councilman Hinchliffe moved ,
ORDINANCES & RESOLUTIONS seconded by Councilwoman Bacharach
and carried, to waive reading in
full of all ordinances and resolu-
tions adopted at this meeting with consent to the waiver of reading deemed
to be given by all councilmembers after reading of the title, unless speci-
fic request was made at that time for the reading of such ordinance or
resolution.
APPROVAL OF AGENDA The City Clerk announced that two
items had been added to the agenda:
Crenshaw /Hawthorne truck traffic and
Newsletter. The agenda as amended
was approved on motion of Councilman
Hinchliffe, seconded by Councilwoman
Bacharach and carried.

PUBLIC HEARING:
CONDITIONAL USE PERMIT No. 112 City Manager McDuffie presented the
(1804) staff recommendation to continue the
public hearing on this item to
September 15, 1987. Councilwoman
Bacharach so moved, seconded by Councilman Hinchliffe and carried. Council
then discussed the possibility of putting the GTE facility at Ladera Linda

instead of at the Dauntless lot, selling the Dauntless lot and using the
money to purchase the Portuguese Bend site. Also discussed was con-
sideration of Mr. Heikes' request for a reduction of the appeal fees that
he has paid. It was the consensus that staff look into these matters.
ENCROACHMENT PERMIT NO. 5 (1804 ) City Manager McDuf f ie presented the
staff report to dismiss the Appeal,
thereby denying the requested
Encroachment Permit and direct the
landowner to relocate the existing fence onto private property and remove
the gate to prevent secondary vehicular access through the easement.
Representing the applicant was Cathryn Dunaway, 3701 Skypark Drive,
Torrance, who explained that the applicants had enhanced the aesthetic value
of the area, she then presented pictures of the area in question. The
applicant P. Parsa, 6217 Via Subida, then told the the Council that his
improvements had removed a fire hazard and went on to discribe the problems
encountered with trespassers, off -road vehicles driving on the slope and
illegal dumping. Others speaking in favor of the Parsa's improvements were
Miriam Lebedtor, 9 Via Subida, and Gilbert Drummond, 9 Via Subida.
Speaking against the Appeal were Dean and Dorian Dunlavey, 6212 Via Subida.
They objected to the Parsa's plan to plant trees that would take away their
view of the San Pedro harbor, and the fact that the Parsa's have fenced off
publicly -owned property.
Council discussion included clarification of the parkland permit procedure,
if an easement across public property could be gained by prescriptive
rights, the appearance of other fences in the area, and generally the con-
figuration and extent of the City -owned property and its maintenance. With
regard to the triangle area at the end of the lot, concern was expressed
about the blockage of sight distance by the landscaping that Mr. Parsa had
planted.
Councilman McTaggart moved, seconded by Councilman Hinchliffe to deny the
Appeal. The motion failed on a three -two vote with members Ryan,
Hinchliffe and Hughes voting in opposition.
Another Council discussion revealed that even though this area is city
owned, it is the responsibility of the adjacent property owners to clear
the weeds. In the past, the County disked the area and billed the resi-
dents. Councilwoman Bacharach moved, seconded by Councilman Ryan to refer
this matter to staff for analysis of the ownership of the property, of view
impairment, maintenance requirements and adjacent encroachments. The
motion carried.
ABALONE COVE LANDSLIDE City Manager McDuffie presented the
ABATEMENT DISTRICT (106 X 1801) August 8th letter from the Abalone
Cove Landslide Abatement District
and their request that the Council
take the necessary action to make the appointments to fill the vacancies on
the Board of Directors of the District. A brief discussion ensued as to
whether the Council was the appropriate legislative body to make these
appointments. Councilman McTaggart moved, seconded by Councilman Ryan and
carried to appoint David Gilmore and Stephen King to a four -year term of

office on the Abalone Cove Landslide Abatement District; however, a letter
should be sent to the District requesting verification that the Council was
the appropriate appointing body.
KLONDIKE CANYON GEOLOGIC City Manager McDuffie presented the
HAZARD ABATEMENT DISTRICT Klondike Canyon Geologic Hazard
(106 X 1801) Abatement District's letter of
August 8th requesting that Council
take the necessary action to make the appointments to fill the vacancies on
the Board of Directors of the District. Councilman McTaggart moved,
seconded by Councilman Ryan to appoint Tom Appleby, John McCarthy, and
Ludwig Zelt to a four year term of office on the Board. The motion carried
on a four -0 -one vote, with Councilman Hinchlif fe abstaining*

Councilman McTaggart moved, seconded by Councilman Ryan to support amending
this Act. The motion carried.
Wallace Radio Ranch Subcommittee Appointment. (106 X 306) (Hughes) - Mayor
Hughes appointed Councilmen McTaggart and Ryan to serve on the Wallace
Radio Ranch Subcommittee.
Hawthorne /Crenshaw Traffic (Ryan) - Councilman Ryan suggested that this
matter be placed on the agenda until the matter has been solved. Mayor
Hughes reported on his meeting with the Police Joint Powers Authority and
the discussion he had regarding certain features of the Rolling Hills
Estates ordinance prohibiting truck traffic on Crenshaw. The suggestion
was made that perhaps this should be discussed at the sheriff's breakfast
meeting. Concern was also expressed about the "U" turns being made on
Hawthorne at Blackhorse and whether it should be signed prohibiting "U"
turns.
Newsletter Articles (Ryan) - Referring to the draft articles recently sub-
mitted to Councilmembers, Councilman Ryan requested that their comments
regarding these articles be submitted to staff.
CITY MANAGER REPORTS:

moved, seconded by Councilman Ryan and carried.
ADJOURNMENT
At 9:15 P.M., the meeting recessed
to a closed session to discuss
threatened litigation. At 9:30 P.M.
the meeting reconvened and imme-
diately adjourned on motion of
Councilman McTaggart.
