The meeting was' called to order at 7:30 P.M. by Mayor Melvin W.—Hughes at
Hesse Park Community Center, 29301 Hawthorne Blvd. After the Pledge of
Allegiance to the flag, roll was as follows:

PUBLIC HEARING
APPEAL OF . CONDITIONAL USE PERMITS The Mayor opened the public
#112 AND GRADING PERMITS #955, hearing on this matter which had
(1804) been continued from June 16th. The
City Clerk announced that the appli-
cant requested it be continued to August 18th. Councilman McTaggart so
moved, seconded by Councilman Ryan - and carried.

POINT VICENTE COAST GUARD City Manager McDuffie summarized
HOUSING PROJECT. (1804) :the- staff memorandum which reported
on the Coastal Commission's Public
Hearing to determine the consistency
determination made by the U.S. Coast Guard for construction of 24 three and
four bedroom housing units at Point Vicente. At that Hearing, the Coast
Guard sought only conceptual approval and it is now their intention to sub-
mit a consistency determination of the construction of the units. -where more
detailed information is developed. The Coastal Commission determined that
it was not within their authority to add the City's requirement that the
Coast Guard comply with.the Rancho Palos Verdes Development Code pertaining.

did, however, concur with the consistency determination subject to certain
stipulations.
Staff reported that the Coast Guard has indicated a willingness to work with the
City and will address all of the City's concerns; however, the City does
not have the legal authority to make the Coast Guard go through the Public
Hearing process as outlined in the Development Code.
Council then commented on the Coast Guard's projected costs for the housing
and if it' would be adequate to allow for the type of construction that
would be consistent with the existing buildings at the site. The concern
was expressed that if their budget proves to be inadequate , it would be
economically unfeasible' to build housing consistent with the exi,stin
g
structures. The Coast Guard is aware of the CUP requirements, the building
standards, traf f is concerns , and the need to improve the intersection of
Palos Verdes Drive South. The discussion concluded with the comment that
staff will keep an open dialogue with the. Coast Guard and keep the City
Council apprised_.
MARTINGALE LOT (704) City Manager McDuffie presented the
July 21st memorandum from the Trails
Committee and. the memorandum from
the staff regarding the; disposition-
of the Martingale Lot,
Sunshine, 6 Limetree, explained that the Committee had not had an oppor ='
tunity to deal with the construction details of the proposed trail head
park. She then presented a petition which had been signed by 140 property
owners and residents of the area who requested keeping the land as a park
land,,-,,
Councilman Ryan moved, seconded by Councilman McTaggart to take this lot
off the market with the intent that it be developed as a trail head park,
Discussion then followed on how it would be developed, the cost and the
source of funds for - development and maintenance. The motion to retain the
lot carried unanimously.

City Manager McDuffie presented the
July 15 memorandum and the recommen-
dation that Council deny the request
to vacate the easement over the
22200, Jeffers' property. Council
came to them and whether it would

Representing the Planning Commission was Peter Von Hagen who said that this
matter was sent to the Traf f is Committee for their recommendation �- and � that
it would not . go back to the Commission,
Representing the Palos Verdes Horseman's Association was Sunshine, b
Limetree, who said that the Association strongly supported the City keeping -
this easement,-
Councilwoman Bacharach moved, seconded by Mayor Hughes to adopt the
Committee's recommendation, Discussion then followed on the origin of the
easement, whether it is used for hiking as well as ..a bridal trail, and what
the possibilities were of getting the linkages to make this a connecting
trail. The motion carried on a three- -one vote with Councilman McTaggart
voting in opposition, The recommendation was made that 'the Trails
Committee look at the matter of linkage and trail standards as quickly `as
possible,
CITY COUNCIL REPORTS
Road Signs - Councilman Ryan inquired about the installation and appearance of
the newly installed arterial signs. Staff explained that green and white
signs are now used as advanced warning signs; brown and white
used for national parks and that the blue and white are used for the coor-
dination with the city colors. Staff reported that they are looking at the
possibility of using larger lettering on these signs,
Crenshaw Truck Traffic (1503) - Councilman Ryan suggested that a meeting be
held with the City of Rolling Hills Estates and other agencies to discuss
the issue of traf -fic safety on Crenshaw Blvd, After the discussion of the
measures that could be taken and the agencies involved, he then moved,
seconded by Mayor Hughes to contact the City of Rolling Hills Estates , the
County Supervisor's office, the Sheriff's Department and the Highway Patrol
and convene an emergency meeting to discuss the dangerous traffic problems
on Crenshaw and Hawthorne Blvds. and take action to eliminate those
hazards. Motion carried,
ITEMS REMOVED FROM THE CONSENT CALENDAR:
Claim against the City by American Oil & Energy Co, (303) - Citing the fact
that this was a claim for inverse condemnation Mayor Hughes moved,
seconded by Councilwoman Bacharach that this claim be sent to the City
Attorney for review and action. Motion carried,
RECESS TO CLOSE SESSION, At 8:55 P.M,, the meeting recessed -'to a closed
session on mot -ion of. Councilwoman Bacharach, The City Attorney announced
that a closed session was necessary -to discuss the potential settlement of
the Horan Case and to discuss the Tondre case.
