CC MINS 19870114 ADJM I N U T E S RANCHO PALOS VE RDES CITY COUNCIL ADJOURNED REGULAR MEETING January 14, 1987 The meeting was called to order at 7:30 P.M. by Mayor Hughes, notice having been given with affidavit thereto on file. PRESENT: BACHARACH, RYAN, McTAGGART , AND MAYOR HUGHES LATE ARRIVAL: HINCHLIFFE AT 8:26 P.M. Also present were City Manager Dennis McDuffie, Environmental Services Di- rector Robert Benard, Public Works Director George Wentz, City Clerk Jo Purcell, and Finance Director Kevin N. Smith, TRACT NO. 44514 - WALLACE The Mayor declared the hearing open RANCH (CONTINUATION OF on this continuation of the public PUBLIC HEARING) hearing for approval of this tenta- (1411) tive tract. With maps mounted for audience and Council viewing, Envi- ronmental Services Director Benard described the access, and the design of this proposed development. He alluded to a map contained in the Coun- cil's agenda which described the trails in Rollings Hills Estates and poss- ible trail connections to the Wallace property. Additionally, he referred to a letter received from the City of Rolling Hills Estates which summariz- ed the action taken by their City Council in entering into a development agreement with the Palos Verdes Peninsula Unified School District which al- lows for bridle trails and equestrian lots in property directly south of the proposed Wallace Ranch Development. Responding to the Mayor's call for public testimony were the following res- idents: Georgia Clark, 26157 Barkstone; Alvin P. Lafon, 5801 West Crest - ridge Road Sara Bowlus , 28427 Quai lhi l l Drive; Bob Poole, 2059 Reynosa Drive, Torrance, representing the American Radio Relay League; Joe Locas- cio, 29703 Whitley Collins, representing the Palos Verdes Amateur Radio Club; Sunshine, 6 Limetree, representing the Palos Verdes Peninsula Horse- men's Association; Teri Helm, 28527 Quailhill Drive; MaryAnn Evans, 6217 Lochvale Drive, representing the Stone Ridge Homeowners Association; Ana- stasia Wittenberg, 28866 King Arthur Court; Clint Mason, 28873 Blythewood Drive; and Ron Florance , 1025 Via Mirabel , representing the Wallace Ranch Associates. The comments presented by these residents dealt with the cost of maintaining the proposed park for the development, the effects that traffic and horse access from this development, would have on the nearby Canterbury Retirement Home, the pros and cons of one entrance versus two entrances. objections to the wall which was proposed to surround the pro - ject`, the elevation of the homes adjacent to King Arthur Drive, and whether the homes could be lowered and still maintain the slope necessary for proper drainage. 706CP /MIN5.1 Discussion then centered on the traffic flow, if there should be two access roads to this development and if such a design presented more traffic conflicts. (At 8:26 P.M. Councilman Hinchliffe arrived and was present for the remain- der of the meeting.) Bob Poole, 2059 Reynosa Drive, Torrance, representing the American Radio Relay League told the Council that his organization would pledge $5,000 per year toward the maintenance of the radio facility at the proposed park. Representing the owners of this property was Ron Florance, 1025 Mirab el, who summarized the project and its design and the rationale in requesting that the homes not front on Armaga Spring. He went on to describe the ex- isting planning in the Armaga Spring area, its density, the traffic volume on that street, and explained the desirability of having a wall around this community. Additionally, he went on to „describe the horse trail and how it would abut the property in the cul -de -sac . Representing Lanco Engineering was Mike Nichols, who further explained the traffic flow for this develop- ment, Discussion next centered on the use of the Quimby Funds and how those funds could be used in relation to the park for this development. RECESS At 10:06 P.M. the Mayor declared a brief _recess. At 10:15 P.M, the meeting reconvened. Douglas Pell, 28314 Meadowmist Drive presented his concerns about the traffic flow f or' this development, Councilwoman Bacharach moved, seconded by Councilman McTaggart and carried to continue to the public hearing on this matter to February 3, 1987. Council then proceeded to review the grading, the traffic onto Armaga Spring, whether there should be a linear park along the Armaga Spring en- trance, the possibility of granting curb cuts to allow the homes to front on Armaga Spring, and generally how the design could be ameliorated, par- ticularly with regard to the proposed wall. Councilman Hinchliffe moved, seconded by Councilman McTaggart and carried to consider only one entrance for this development. Representing the Planning Commission was Commission- er Robert McNulty who explained the Planning Commission's design for this development and how that provided for two access points. Additional discussion took place on whether the.item should be sent back to the Planning -Commission to answer some of the concerns raised about curb cuts and how the wall could be eliminated. Councilwoman Bacharach moved, seconded by Councilman Ryan to have staff prepare an analysis of the impact of curb cuts on Armaga Spring Road, and look at some ways of obtaining a linear park with a setback. The motion carried on a 4 -1 vote with Council- man Hinchliffe voting in opposition. 706CP /MIN5.2 -2- Janu ar 14 1987 y Additional concern was expressed about maintaining the park because of its historical significance, if the park would be self-supporting, and whether or not the park concept should be investigated by staff to determine the maintenance costs. Also, concern was expressed whether the park could be used for commercial broadcasting purposes, and whether it would be possible to give the Wallace home to the City of Rolling Hills Estates for placement in their nearby park. The issue of whether or not this tract map could be denied without prejudice and the request made- of the developer to design a R.P .D . It was the consensus that staff should prepare a report on the po- tential uses for this proposed park and the impact it would have on the budget. Councilman Ryan moved, seconded by Councilman Hinchliffe and carried to continue the Council discussion of this item until the next meeting. Additional Council discussion followed regarding the trails and the plans that the City of Rolling Hills Estates might have for their nearby trail and how that would connect to the proposed trail for this development. Council recommended that staff try to get more definitive information about Rolling Hills Estates' trails plans. Concern was expressed that access to Ridgecrest School be provided in this development. RECESS TO CLOSED SESSION AND ADJOURNMENT At 12:15 A.M. the meeting recessed to a closed session for discussion of the status on the Horan case , and personnel matters.
