ADJOURNED REGULAR MEETING
NOVEMBER 29, 1988
DISASTER PREPAREDNESS WORKSHOP
The meeting was called to order at 7:30 P.M. by Mayor Robert
E. Ryan at Hesse Park Community Center, 29301 Hawthorne Blvd.
Notice having been given with affidavit thereto on file,
PRESENT. HUGHES, HINCHLIFFE, McTAGGART, AND MAYOR RYAN
LATE ARRIVAL, BACHARACH @ 8*015 P.M.
Also present were City Manager Dennis McDuffie, Public Works
Director George Wentz,, Risk Manager Dennis Luppens, Assistant
Director of Public Works Kevin Smith, and City Clerk Jo
Purcell.
Also present were the five members of the Traffic Committee,
Margaret Blue, Sherry Wheeler, Robert West, Charlotte Iseda
and Richard Mills.
Also present were members of the Los Angeles County Fire
Department, Los Angeles County Sheriff's Department, Southern
California Edison Company, The Neighborhood Watch, and The
Amateur Radio Club.
Risk Manager Luppens gave a brief overview of the current
status for emergency preparedness within the City.
The meeting then opened up to discussion amongst the members
of the various groups represented at the meeting. L.A.
County Deputy Fire Chief Ray Brunstrom explained the effects
of a power outage and what it would do to the supply of
water. Stating that the Peninsula has a gravity fed water
system and that there would be about a two day supply of
water for the entire Peninsula.
Mike Smith, representing the Southern Calif. Edison Co.
explained the distribution system for electrical power and in
particular the redundancies built into their system as a safe
guard in the event of a power outage caused by a natural
disaster.
(At 8-015 P.M. Councilwoman Bacharach arrived.)
The discussion then centered on the Police protection that
could be expected from the Sheriff's Department in the event
of a major disaster in the general Los Angeles basin area.
Lomita Commander Dennis Gillard explained the mutual aid
system that would then take effect and how that system would
handle traffic, casualties, and general police duties.
The next item of concern was medical facilities and in
particular emergency centers that could be set up on the
Peninsula. Of concern was informing the public of these
emergency centers and if that information could be made part
of an overall informational disaster preparedness education
program. Stressing the fact that people should prepare to be
on their own for at least three days, Teri Werner of the
Neighborhood Watch program stated that this is part of her
current informational package to residents.
Representing the School District was Dave Capeluto, Business
Manager, who told the Council that the School District has
been planning a disaster preparedness program and that it
will be published shortly.
The next area of concern was the City Hall and the equipment
that is on hand in the event of an emergency. Of particular
concern were the generators and the fueling of those
generators.
Peter Von Hagen from the Amateur Radio Club summarized the
action taken by that group in preparing an emergency
preparedness plan for the Peninsula. He told the Council
that this information was available for the Traffic
Committee's use in their work on this disaster plan.
In summary it was the consensus of Council that the areas of
concentration should be education of the public, coordination
of resources available within the City, preparation of City
Hall for an emergency and preparation of a six month budget
for this disaster preparedness planning.
At 9-050 P.M. the meeting adjourned on motion of Councilman
Hinchliffe and carried.
