ADJOURNED REGULAR MEETING
I JUNE 20, 1988
The meeting was called to order at 7:30 P.M. at City offices,
30940 Hawthorne Blvd., notice having been given with
affidavit thereto on file.
PRESENT: BACHARACHI McTAGGART, HUGHES, HINCHLIFFE AND
MAYOR RYAN
Also present were City Manager Dennis McDuffie, City Clerk Jo
Purcell, Finance Director Kevin Smith, Environmental Services
Director Robert Benard, Public Works Director George Wentz
and Parks and Recreation Director Mary Thomas.
CAPITAL IMPROVEMENT BUDGET There was no response to the
FOR FISCAL YEAR 1988-89 Mayor's call for public
testimony on this matter.
The City Manager summarized the staff report and the charts
which now separated the Capital Improvement Program Budget
from the Operating Budget. Since the failure of Proposition
H on the June 7th ballot the City Manger reported that the
City was left with a one Million dollar short fall for the
Fiscal Year 1988-89. Referring to the Capital Improvement
Project list the City Manager stated that with current
funding levels the accomplishment of these projects could be
pursued only as far as project No. 26 on a list of 46. He
then alluded to the June 20, 1988 memorandum from the
Director of Public Works which contained a list of possible
alternatives to the CIP schedule. This revised schedule
contained five projects; (1) resurfacing of Montemalaga; ( 2 )
delay the construction of Palos Verdes Dr. South westbound
and split into two projects; (3) postpone work on Palos
Verdes Dr. East and distribute the balance of the funding to
other street projects; (4) utilize $100,000 of in-lieu fees
for Pt. Vicente, (5) include the median on Granvia Altamira.
Council discussion then centered around the reprioritization
of these projects, the design that would be used for the
Crest Road median; the alternatives that could be considered
for reducing the costs and repairing Pt. Vicente; and the use
of certain funds for that repair work. The next budget item
of major concern was the rebuilding of Montemalaga and the
minimum amount of repair work that could be done on this road
versus its reconstruction. Discussion next centered on the
repair of Palos Verdes Drive South and how that coincided
With the Watt Project, and how much of that rebuilding the
developer could be expected to pay. Palos Verdes Dr. South
was the next item to be discussed and, in particular, the
condition of the road, the schedule for the Watt and Monaghan
Projects and the funding that could be expected to come from
them and the part it would play in funding the reconstruction
of Palos Verdes Dr. South.
The reconstruction of Montemalaga was the next item of
discussion, particularly the reason for the road's
deterioration. I
RECESS AND RECONVENE At 9:00 P.M. the Mayor declared
a recess at 9.-10 P.M. the
meeting reconvened.
The next part of this budget work session dealt with the
funding available for the various projects and how they
could be reprioritized to allow for the accomplishment of
major items of concern on the CIP list. After various
scenarios for alternative scheduling Councilwoman Bacharach
moved, seconded by Councilman Hinchliffe to not do any of the
work on Montemalaga, delay the Palos Verdes Dr. South
project and split into two; do the repair work at Pt.
Vicente using EET funding; postpone Palos Verdes Dr. East
and Montemalaga for the 1989-90 Fiscal Year; that on project
36 thru 46 of the CIP list, that staff should prepare an
analysis of what can be done and when it can be done using
SB709 funding and any other funding sources that are
available and that its analysis should be presented to the
Council in six months. The motion carried unanimously.
After discussion of the treatment for medians it was the
consensus that staff should "soften" the design treatment for
those medians and investigate the possible help of homeowner
associations.
OPERATING BUDGET FOR A Council discussion took place
FISCAL YEAR 1988-89 (602 x 1203) on whether or not the operating
Budget should be reviewed for
possi ble reductions. Council discussed code enforcement, the
level of code enforcement in the City and the personnel
required for that level. Councilwoman Bacharach moved,
seconded by Councilman Hughes and carried that staff should
prepare . a quarterly report on code enforcement and that
Council be notified of any turnover in personnel in that
division.
