CC MINS 19880516 ADJM I N U T E S RANCHO pALoS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING - BUDGET WORKSHOP I May 16, 1988 - 6 p.m. The budget workshop meeting was called to order at 6:15 p.m. by Mayor Pro Tem Bacharach, at Fred Hesse Community Park, 29301 Hawthorne Boulevard, notice having been given with affidavit on file. PRESENT: BACHARACH, HINCHLIFT (late arrival) , HUGHES, McTAGGART, AND MAYOR RYAN (late arrival) ABSENT: NONE Also present were City Manager Dennis MeDuffie, Public Works Director George Wentz, and Finance Director Kevin N. Smith* Recess At 6 :16 p .m. the Council recessed to a special meeting of the Rancho Palos Verdes Redevelopment Agency. The Council meeting reconvened at 6:17 p.m. with the same members present (Councilmember Hinchliffe and Mayor Ryan had not yet arrived). REVIEW CITY MANAGER'S RECOMMENDED BLMGET Review Gas Tax Fund Finance Director Smith said the major item was the $535,600 contribution from the General Fund to balance the Gas Tax Fund (page 68). He briefly discussed the Palos Verdes Drive South street repair throughout the slide area (code .82, page 69) and associated costs. Councilmember Hinchliffe arrived at 6.*20 P.m. Public Works Director Wentz said they realized a savings this year, spending only $90,000 total out of the budgeted $120,000, leaving $30t000 to put forward to the road project. In response to Council questions, he said they slurry seal residential streets once every six -,years (page 69, code .71), doing sections of the City at a time* Mayor Ryan arrived at 6:30 p.m. Traffic Safety Fund. -- Finance Director Smith said Vehicle Code fines are put directly into the Traffic Safety Fund (page 7 3 ) and are used for specific types of expenses (signal maintenance, general traffic control, stop signs, etc.). With regard 1 May 16, 1988 to recovering costs from accidents involving uninsured drivers, he said the insurance has a $25,000 deductible, and that the City is self-insured for that first portion* Review Proposition "A" Fund Mayor Ryan said if the City is going to be in the transit business, it should be a City function rather than handled by a contract person. He said there should be a comprehensive study on the administrative costs for the Dial -a-- Ride services, etc., to determine the most cost effective method and to ensure the best deal for the City* Mayor Pro Tem Bacharach suggested a commuter study and a long-range plan on the obligations and income, and recommended a long-range projection between January and June. Review Foundation for Cable Television Fund Finance Director Smith said a portion of the revenues and expenses is shown, and that the Cable Television Advisory Board will present at a later time their estimated expenditures. He said staff was comfortable with the dollar amount shown in the budgets Councilmember Hughes noted that there were currently two cable TV franchises in the City, one of which will expire next year. He said the new franchise covers the area not previously franchised and is at a higher rate. He said when the older franchise expires, the entire City will be under the five- percent franchise level* He also noted that the community has gone from 12 channels to 54 channels, and thought it was a bargain. Recess At 7.*28 p.m. the Council recessed to the Rancho Palos Verdes Redevelopment Agency meeting. The Council meeting reconvened at 8:46 p.m. with all members present. CITY MANAGER'S REpqfNDP_ BUDGET _(cont A Mayor Pro Tem Bacharach referred to pages 2A and 3A and said over $1 million is dedicated to parks. She thought there should be a plan for use of the money. She asked for a projection of how much money comes in per year from Environmental Excise Tax* Mayor Ryan noted that hotels put a larger strain on recreational facilities than other types of businesses and should be dealt with separately* Councilmember Hughes said there should be an occasional status report from staff on the large items. Mayor Pro Tem Bacharach moved, seconded by Councilmember McTaggart, and so ordered, to direct staff to prepare a three-year projection on the City's revenue and the use of the Park and Recreation Fund. 2 May 16 1088 Review Capital Improvement Program Fund Finance Director Smith said the projects listed reflect known revenues and, based on those revenues, there is a deficit of approximately $600,000 (page 2 of the second section of the Capital Improvement Plan). Mayor Ryan asked about the projects that the City would have done with a seven-percent tax* Public Works Director Wentz said the revenues shown are those revenues they anticipate receiving through the end of November. He said all projects have been prioritized, and that those items for which there is no money would be put off to future years* The Council briefly discussed the drainage and street projects. Recess At 8.*27 p.m. a brief recess was called. The meeting reconvened at 8:36 p.m* with all members present. Review Capi tal Improvement PrPgrPA! Fund - (cont. Public Works Director Wentz said they were ahead of schedule on the Crest Road project and that it should be completed by July 4. He said that project includes 1200 feet of storm drains. City Manager MoDuffie noted that there had been a problem with the County Public Works Department, and that the County Supervisor is trying to work it out* In response to questions by Mayor Ryan, Public Works Director Wentz said he did not know if the City of Rolling Hills Estates contributed any money, but that Northrup (which is located in Rolling Hills Estates) paid a fair portion for the drainage work. He said the drainage will go into the canyon by Hughes Market. Councilman Hinchliffe noted that this was a good example where the utility tax dollars are clearly at work. `This i Mayor Ryan asked about putting up a sign that reads mprovement is being funded by utility tax dollars* Public Works Director Wentz said he would have the signs up this weekend. Mayor Pro Tem, Bacharach said page 5 should read "Wayfarers Chapel to Hawthorne" instead of the reverse, since that is the westbound directions Public Works Director Wentz said he would make that correction* Mayor Ryan said the top of page 6 states that an HES grant provided 90 percent of the funding but that the dollar figures do not add up to that. 3 May 16, 1988 Finance Director Smith said HES paid up to $174,000 of the $219,000 total cost* Public Works Director Wentz said in this case HES provided 80 percent of the project cost, due to an increase in costs when the bids came in. He said the document should be changed to reflect that the grant provided approximately 80 percent of the cost. I Mayor Pro Tem Bacharach expressed concern about the aesthetics of curbs and gutters and asked about having rolled curbs, particularly in the Miraleste area, to provide safety and yet keep the character of the area. Public Works Director Wentz said curbs keep cars on the road and are also for drainage. He noted that projects must meet the federal standards in order to qualify for HES funding. With regard to upgrading the stop signs to the current standards, he said the existing 30-inch signs were being replaced with 36-inch to 42-inch stop signs, with the larger ones on the major streets. He said none of the signs would be 48 inches. He noted that the signs could not be replaced with something less than the national standards contained in the Uniform Traffic Control Manual unless the City pays for them, and noted that below-standard signage would open the City up to greater liability. Mayor Pro Tem Bacharach requested an analysis of the proposed changes, and Public Works Director Wentz said he would provide that. With regard to Pt. Vicente (page 9), Mayor Pro Tem Bacharach said she hoped there would be several signs and a newsletter going out regarding closure of the building. Public Works Director Wentz said the high ticket items for that project would be the complete removal and replacement of the patio around the building, and drainage improvements around the building and in the parking lot. There was a brief Council discussion about whether or not the project should be paid out of the park fund. In response to Council questions on page 10, Public Works Director Wentz said the road design would be the same for a hotel or a residential development, that the only difference would be how the access is taken. Councilmember Hinchliffe was uncomfortable with the language in that section and requested that it be changed. With regard to bus stop improvements, Mayor Pro Tem Bacharach said September 30 was a more realistic date. Mayor Pro Tem Bacharach said under funding sources, it must be explained that it is the City's funding going into the redevelopment project (page 15). Public Works Director Wentz said until recently they lacked the funding to do the Montemalaga project and that they would be removing the cheaply installed glued-on curb and replacing it with concrete, 4 May 16, 1988 Councilmember Hughes suggested that the median be widened to eliminate the extra unstriped lanes. He requested that staff review the matter and explore alternatives. Public Works Director Wentz said he would do so and bring it back to Council. Mayor Pro Tem Bacharach noted that there was another redevelopment project on page 19. In response to Council concerns, Public Works Director Wentz said he would bring back options regarding parking along Silver Spur. Mayor Ryan said Granvia Altamira is the worst street in the City and needs improvement. Public Works Director Wentz said he would bring back options regarding the median on that street. Mayor Pro Tem Bacharach said page 23 contains the same wording regarding the hotel design as previously mentioned. Public Works Director Wentz said he would make the wording the same as the other, as suggested by Council. Mayor Pro Tem. Bacharach said page 24 should read "Wayfarers Chapel to Hawthorne." Regarding Crenshaw Boulevard, Councilmember Hughes said perhaps this project should be reviewed by the Trails Committee re the area between Crestridge and Indian Peak. Mayor Ryan said he was advised that there appeared to be a lot more water rolling down the canyon (Seacove, between the beach property and the canyon)* Public Works Director Wentz said he would take a look at the drainage* At 10:18 p.m. the meeting was adjourned to Tuesday, May 17, 1988, at 7:30 p.m. IV ATTEST . 5 May 16, 1988
