ADJOURNED REGULAR MEETING
IMARCH 26, 1988
The meeting was called to order at 8:00 A.M-0 by Mayor Ryan,
notice having been given with affidavit thereto on file.
PRESENT: BACHARACH, McTAGGART, HUGHES, HINCHLIFFE AND
MAYOR RYAN
Also present were City Manager Dennis McDuffie, Finance
Director Kevin Smith, City Clerk Jo Purcell, Environmental
Services Director Robert Benard, Public Information officer
Cari Cooper, Recreation and Parks Director Mary Thomas, and
Public Works Supervisor Charles Abbott.
After self introductions the Mayor made some opening remarks
regarding the background on the utility tax to be placed on
the June ballot. Councilwoman Bacharach then gave a
chronology of events for legislation that could possibly
bring more revenue to the City.
A short video was then presented showing the condition of
some of the major arterials within the City.
Charles Abbott of Abbott Associates then presented a series
of slides showing the comparison of alternate overlay
strategies and the cost involved in maintenance on a regular
basis versus the repair of streets after they had reached
near destruction. Mr. Abbott responded to questions
regarding the field testing done for road conditions, and ex-
plained the proposed maintenance strategy.
The Council then responded to questions regarding the
distributions of the sales tax from the Peninsula Shopping
Center.
Public Information officer Cari Cooper explained the results
of the poll conducted by opinion Research. She announced
that this survey was available from City Hall.
Responding to a question about Coastal Land Use, Director
Benard clarified the building that can take place in the
Coastal Zone.
STATUS OF REFUSE FRANCHISE:
Mayor Ryan explained that there is a landfill crisis and one
of the ways to alleviate the problem is through recycling.
He explained that the City would now be going to mandatory
recycling and that the first phase would begin sometime in
May. Mayor Pro-Tem Bacharach explained the work that the
sub-committee (Ryan, Bacharach) has done in preparing
an agreement for Area 1. She explained that the City will be
franchised area by area. Additionally, that the Area 1 with
the recycling element would have a lower rate for trash pick-
up than previously existed in much of the area.
A brief discussion then began about the recycling material
and the fact that some organizations and homeowners
associations used this as a source of revenue.
A brief discussion then ensued about home occupations and
about the contract with the Sheriff's Department.
RECESS.
At 10:40 A.M. the meeting recessed to 1:00 P.M. at the
Ramada Renaissance, 111 East ocean Blvd., Long Beach
for a retreat with the City Manager.
RECONVENE:
At 1:00 P.M. the meeting reconvened with the Councilmembers
and the City Manager present*
CITY MANAGER/CITY COUNCIL RETREAT:
The City Manager and the City Council then proceeded to dis-
cuss various topics of concern: budget, utility tax, land-
use issues, sub-committee communications and future revenue
concerns. At 9:00 P.M. the meeting adjourned on motion of
Councilman McTaggart.
