The meeting was called to order at 7:30 P.M. by Mayor Robert
E. Ryan at Hesse Park Community Center, 29301 Hawthorne
BOU.1evard. After the Pledge of Allegiance to the flag, roll
call was answered as follows*.
PRESENT: BACHARACH, McTAGGART, HINCHLILFFE, HUGHES
AND MAYOR RYAN
Also present were City Manager Dennis McDuff ie, City Attorney
Steve Dorsey, Director of Environmental Services Robert
Benard, Public Works Director George Wentz, City Clerk Jo
Purcell, and Finance Director Kevin Smith.

A discussion ensued regarding ',.-,he diameter of the proposed
antenna and its visibility from various locations adjacent to
the City Hall
Representing Pactel was Ernie Courter, 2355 Main Street,
Irvine, CA. who expressed his appreciation for the staff
effort on this project and said that his company approves of

Jerome Buckmelter, representing Los Angeles Cellular, 7531
Lubado Avenue, Canoga Park told the Council that his company
could co-locate at 55 feet on the proposed antenna and that
+,--.hey are currently negotiating with Pactel for co-use of the
antenna. He said that his company would now be requesting
permission to have a shed for storage of their equipment.
A brief Council discussion then followed regarding the
necessity of putting a light on the antenna and if one would
be required by FAA regulations.
C'ouncilman Hughes moved seconded by Councilman Hinchliffe and
carried to close the Public Hearing. Councilman Hughes moved
seconded by Councilman Hinchliffe to adopt the staff
recommendations: 1) Approve the issuance of a negative
Declaration for Environmental Assessment No. 515. 2) Approve
RESOLUTION 88-15 APPROVING A FINAL NEGATIVE DECLARATION FOR
ENVIRONMENTAL ASSESSMENT NO. 515 AND APPROVING CONDITIONAL
USE PERMIT NO. 119 FOR AN 80 FOOT CELLULAR TELEPHONE ANTENNA
AND SUPPORT FACILITIES UITIES AT 30940 HAWTHORNE BOULEVARD.

spaces with the new zoning and the impact this limited

CITE COUNCIL REPORTS*
NEWSLETTER: Referring to the most recent issue of the City's
Newsletter the Mayor requested that the Public Works Director
expand on the article concerning Montemalaga repair costs.
Public Works Director Wentz explained that since this project
has been delayed because of a lack of funds, the cost for
repair has almost doubled; hence, the argument for
al lo,.--.a+..-. ions for street resurfacing.

Council also briefly discussed the necessity for getting
additional help for the Newsletter publication.
AUDI-EN"'..".E, QUESTIONS:
Responding to the Mayor's. call -IL"or audience questions was
Roy Fulwider, 2-8219 HC-Lzelridge. Mr. Fulwider read an article
reaardina the economic benefit of maintaining trees. The
Public Works Director
was requested to meet with Mr. Fulwider
to discuss replacement of the tree in his neighborhood.
