CITY COUNCIL WORK SESSION
FEBRUARY 22, 1988
The meeting was called to order at 7.-35 P.M. by Mayor Ryan at
30940 Hawthorne Boulevard.
PRESENT: BACHARACH, HINCHLIFFE, HUGHES, McTAGGART AND
MAYOR RYAN
ABSENT: NONE
Also present were Supervisor of Public Works Charles Abbott,
Director of Environmental Services Robert Benard, Associate
Planner Greg Fuz, City Manager Dennis McDuffie, Associate
Planner Ben Ortega, Director of Finance Kevin Smith and
Director of Public Works George Wentz.
COASTAL DEVELOPMENT DISCUSSION

The staff report (as distributed) was presented by City
Manager Dennis McDuffie.
Director of Environmental Services Benard related staff's
desire for input regarding what would be acceptable for the
development of the land.
Council discussed the following with regard to Subregion -11:
the Possibility of encouraging the developer to develop all
of the area and the difficulties related to portions of that
land being owned by others; 159 acres for development; 3
floating commercial acres- the proposed 25 acre hotel/golf
course, site, that acreage to be deducted from the total acres
for development; a coas.,.tal access road; residential density;
open space; view preservation; groundwork on which a golf
-,-.our,c..,,e could operate, such as public versus private and green
-,Fees; the possibility of creating a beach or access to same
in the vicinity of the hotel; possible modifications to the
Paseo del Mar/Palos Verdes Drive South interchange.; hotel
parking should be sufficient for public acr-qess; traffle"
impact; and the idea of requiring the developer to prepare

Services Benard noted that staff could not support a private
golf course with limited public access. He indicated that
staff will prepare an initial recommendation for the

developer to compile a specific plan and pointed out that the
developer could be required to prepare an EIR. He elaborated
on the physical constraints of Subregion 1 and mentioned that
the grading/ topography of that area will be discussed with
the City Attorney.
TAX ELECTION DISCUSSION AND INTRODUCTION OF SUBSEQUENT

Input pertaining to the Utility Tax election and the
introduction of the subsequent ordinance was provided by City

The rationale behind the five year plan was explained by
Director of Public Works George Wentz.

Member Hinchliffe moved to introduce Ordinance No. 22.5 and to
waive further reading. The motion was seconded by Member

CITY COUNCIL MANAGER RETREAT
The various items which could be discussed at a City
Council/City Manager Retreat were reviewed by City Manager
Dennis McDuffie.
The tentative dates of March 4 and 5 were agreed upont
