CC MINS 19880128 ADJM I N U T E S RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING JANUARY 28, 1988 The meeting was called to order at 8:00 P.M. at Ladera Linda Community Center, notice having been given with affidavit thereto on file. PRESENT., BACHARACHy HINCHLIFFEF HUGHES, McTAGGART, AND MAYOR RYAN. Also, present were City Manager Dennis McDuffie, City Clerk Jo Purcell, Environmental Services Robert Benard, and Public Works Director George Wentz. TREES AND VIEW BLOCKAGE: City Manager MCDuffie referred to the November 17, 1987 memorandum from the City Attorney which contained an analysis of the View Preservation Initiative. Mayor Ryan summarized the action by the City council on the issue of City trees and the efforts made to reach an equitable solution to the blockage of views by City trees. The meeting was then opened up to public disucussion of this matter. Speaking in favor of maintaining the street trees were the following residents: Sally Moore, 4002 Admirable Dr.; Charles E. Moore, 4002 Admirable Dr., John G. Burton, 3949 Admirable Dr.; Stuart Shaffer, 4105 Admirable Dre,, Dr. Scott D. Neff, 4120 Admirable Dr. The concerns expressed by these residents pertained to the issue of the wildlife that these trees bring into the area, whether the City should indeed be involved in determining if the trees should remain, the fact that about fifty percent of the trees have already been removed and the wisdom in removing the remainder of them, the ambience created by these tall trees, the privacy they afford and the fact that in many cases the view obstruction issue could be solved by the willingness of tree owners to lace or top problem trees. Speaking in favor of removing the street trees were the following residents. Walter Watson, 3938 Exultant Dr.; Dr. 0 Anthony George, 4104 Exultant Dr., David Potter, 4014 Exultant Dr.; Stephen Geraghty, 4244 Dauntless Dr.* Lyle Quatrochi, 4002 Exultant Dr.; Jay D. McLarenf 3923 Palos Verdes Dr. Exultant* South; June Watson, 3938 Steve Perestam, Jr 4032 Exultant Dr.; Martha Morrell 3126 Corrinna; Simon Arkoff, 4020 Exultant Dr.; and Warren Sweetnam, 7 Top Rail Lane. These residents expressed their concern about view blockage by street trees, and cited the frustration in try- ing to get their neighbors to remove the problem trees. Additionally, they cited the fact that the trees have been allowed to continue to grow without any topping or lacing, and in some cases have completely obstructed views. It was the consensus of the City Council that this matter should be placed on the February 16, 1988 agenda for further discussion. SHOOTING INCIDENT BASSWOOD Mayor Ryan reported on the CANYON notice he received from a neighbor describing the shooting of a family pet. It was the consensus that the City Manager should contact the Sheriff's Department and request them to send out an official notice of inquiry to the residents in the area.
