ADJOURNED REGULAR MEETING
December 9, 1987
The meeting was called to order at 7:30 a.m. at the .Lomita Sheriff's
Station., 26123 Narbonne Avenue, notice having been given with affidavit
thereto on file.
PRESENT: Mc TAGGART , HUGHES, AND MAYOR PRO TEM BACHARACH
ABSENT: MAYOR RYAN and COUNCILMAN HINCHLIFFE
Also present were City Manager Dennis McDuf f ie , Finance Director Kevin N.
Smith, City Clerk Jo Purcell, Environmental Services Director Robert Benard,
Public Works Director George Wentz.
Emergency Road Closure - Sheriff's Department personnel requested that a
central storage place be established for road closure equipment.
Additionally they discussed the difficulties encountered with city residents
when road closures, flare patterns, and other re- routing incidents are set
up by the Sheriff. They requested that some kind of a educational program
be considered to apprise citizens of . the necessity of having them observe
the deputies instructions during these circumstances.
School Traffic - Another traffic problem discussed was the congestion
resulting from the closure of school driveways which results in parents
double parking and dropping off their children in the middle of the street.
It was the consensus that staff would contact the school district regarding
this matter and apprise them of the hazards of the situation.
Emergency Call Procedure - The City Manager explained the procedure to be
followed by the Sheriff's Department when calling city officials about
emergency situations. He explained that the city has published a manual and
listed the personnel to be called in emergencies. Also listed in the manual
for after business hour calls are the home numbers of these personnel*
Illegal Operation of Off -Road Vehicles - After a brief discussion of the
illegal use of off road vehicles within the City, it was the consensus to
contact the owner of property on Pas e o Del Mar regarding the fence in that
area and request that it be repaired and the gate be closed. Another area
of concern was the illegal access to Palos Verdes Drive South from the
Presley property. Citing the complaints received as a result of helicopter
use over the coastline staff was requested to find out the number of
complaints received regarding their use.

Code Enforcement - Discussion between the Deputies and the Council next
centered on the parking of vehicles for a long period of time on residential
streets. Since vehicles have to be moved only a few inches to comply with
the law it was the consensus to investigate whether the code could be
amended to require that automobiles be moved more than this minimum
distance.
Street Numbering - The Sheriff's Dupties expressed concern about some con-
fusing house numbering, particularly in the Miraleste area. They explained
the difficulty this presents in an emergency situation. It was the consen-
sus that staff should determine what can be done to assume that house num-
bering is consistent and encourage people to display their house numbers on
their homes. Mandatory curb painting was discussed as an option and will be
investigated.
911 Stickers - The Deputies requested that citizens be informed that the
911 number is used only for emergencies and that all other calls should be
directed to the Sheriff's Station regular telephone number,
Drug and Alcohol Enforcement - A brief discussion followed regarding the
drug and alcohol problems encountered at the high schools. The Sheriff's
Deputies indicated their willingness to investigate these problems at the
campuses if -the School District is willing.
