The regular business meeting was called to order at 7:45 P.M.
by Mayor Bacharach at Hesse Park Community Center, 29301
Hawthorne Blvd. After the Pledge _of Allegiance to the. f lag,
roll call was answered as follows:

Also present were City Manager Dennis McDuffie, City Attorney
Ariel Calonne, Director of Environmental Services Robert

CEREMONIAL MATTER `'(304) Mayor Bacharach presented a
ceremonial proclamation.to
City employee Jeanette Lee in recognition of .her be.ing'chosen
as valedictorian for her graduating class at Miraleste High
School.
The Mayor also presented a proclamation to Forest Brown upon
the occasion of his retirement for his many years of service
with the Palos Verdes Unified School District as principal of
Silver Spur Elementary School.
Also presented with a proclamation was Billy Creamer in
recognition of his retirement after 26 years of teaching in
the Palos Verdes Peninsula Unified School District.
City Attorney Ariel Calonne reported that the City Council
had met in closed session pursuant to Gov't Code Section
54956 (a) and that the Council discussed Citizens against
Underground Vs. the City of Rancho Palos Verdes.
WAIVER OF FULL READINGS. ..Councilman Hinehliffe moved,
ORDINANCES AND RESOLUTIONS seconded by Mayor Bacharach
and carried to waive reading in
full of all ordinances and resolutions - adopte4 at this
meeting with consent to the waiver of reading deemed to be
given by all Councilmembe.r after reading of the title of such

outlined on the June 20, 19.89 staff report. (1) Issue a
report outlining measures being taken to alleviate the
concern about view obstruction that prompted adoption .of
Ordinance No*.-2,43U (i;ncluded as~part of the extending
ordinance), (2) Adopt the proposTed ordinance extending
Ordinance No. 243U through May 16, 1990. (3) Provide
direction to staff regarding the proposed field trip to
examine various view obstruction scenarios.
Jill Mastous, 6863 Abbottswood Drive, explained to the
Council her.eneighborl.s extensive renovation which included

Richard Bara, #1 Peppertree Drive, expressed:his.opinion
about the density of Villa Capri, the appearance of the
houses at Forrestal Drive and Palos..Verdes.Drive'South and
inquired if,.they.complzied with; the formula for .1ot coverage.
He also inquired.aboutthe status of the paperwork for the
acquisition of the -low cost housing at Villa Capri*
Additionally, in response to his question about whether the
unit fell out of the low cost housing stock if the escrow did .

BUILDING PERMIT PROCESS*--", Councilman McTaggart 'repdrt,,ed'.

than the original He expressed his concern that such
a renovation was really a -new'house andn6t a remodel -He,
recommended a pol icy .wheriebykwhen more than 50% of the
structure is taken down that it be considered .a- new house and
be reported to the County Tax Assessor for re-evaluation'.

VIEW INITIATIVE The -,Subcommittee (Hughes and
McTaggart) reported on the
results of their meeting with the Rancho P'alos Verdes
Council of Homeowners' Association wherein an agreement was
reached over certain items of concern in the proposed
initiative. Council then discussed the items considered at

the subcommittee and. , homeowners .meeting and it was concluded
that this,.matter would ..be p1aced..,on the agenda, for July 5th..
Staff reported that the procedure for t,he,negatxve.
declaration would begin in the near future.,
SUZUKI VIOLATION Councilman Ryan reported on a
letter he received from a
resident at 27859 Hawthorne Boulevard, who had received a
letter from the City requesting that the wall at the rear of
her property be brought into compliance even though the wall
was built prior to the City's incorporation. It was the
consensus that staff should investigate this matter and
report back in the City Manager's status report.
CHINA COMMUNICATION Councilman Ryan requested that
(310) in light of recent events in
China with the squashing of the
students pro democracy movement by the Chinese government,
that the City Council send a letter to President Bush
requesting that he denounce the Chinese government's action.
A discussion then followed on whether it was appropriate for
the Council to get involved in foreign policy issues. No
action was taken on the matter.
STREET REPAIRS ON Councilman Ryan asked that
MENOMINEE CUL-DE-SAC staff inspect the curb and
gutter in the cul-de-sac at
Menominee to determine how it could be corrected to allow
proper drainage. Staff responded that they would visit the
site-and that grinding or reconstruction were methods of
correction this situation.
CITY MANAGER REPORTS:
STATUS OF COUNCIL DIRECTIVES Council reviewed the items on
the list. No action was taken.
