HOUSING ELEMENT/PUBLIC WORKS REPORT
WORK SESSION
JUNE 19, 1989'
The meeting was called to order at 6 :88 PM by Mayor Bacharach,
in the Fireside ROOMr Hesse Park, in Rancho Palos Verdes,
29301 Hawthorne Blvd.

6:20 PM.

I. HOUSING ELEMENT:
City Manager McDuffie delivered the staff report on the State
of California law requirement to submit an updated draft
Housing Element to the Rancho Palos Verdes General Plan by
July 1, 1989. In order to accomplish this task the City
hired Castaneda & Associates to prepare the update. The
agenda for tonight's meeting as it pertains to the Housing
Element includes an overview, update and discussion of an
array of housing policies and programs the City might
consider. Mr. McDuffie then introduced Ralph Castaneda of
Castaneda & Associates to deliver a report on the Housing
Element to the City Council*
Mayor Bacharach then explained the process of updating the
Housing Element by submitting the draft to the State by July
1, 1989. After State reviewl'of.the draft the Housing Element
will be returned to the Planning Com'mission'and City Council
for review and public hearings. Adoption of a revised
Housing Element would probably occur in late 1989 or early
1990*
Ralph Castaneda then proceeded to provide an overview, an
update - on,.the process and a suggested array of policies and
programs the City might consider in the Housing Element of
the General Plan. Mr. Castaneda also reviewed the policies
and programs in the 1981 Housing element, which will be
evaluated as to the City's progress since then.
Following questions regarding Mr. Castaneda's presentation,
Mayor Bacharach asked if any member of the audience wished to
speak.
Jeannette Mucha, 5538 Littlebow Rood, suggested that the
Housing Element work within the City's varied housing stock,
and that high density is not appropriate, as noted in the
General Plan. She also suggested the City receive credit for
second units and senior home sharing,.
Cozy Pitchford, San Pedro, presented a proposal for a
manufactured home development on the County's Shoreline-Park
land. He felt that his proposal could satisfy the City's
housing requirement and that geologic obstacles could be
overcome. Council members indicated that this meeting was
not a review of a specific proposal, and expressed concerns
regarding the economics of the project and the likelihood
that the project would not be beneficial to Rancho Palos
Verdes residents.
Jack Riley, San Pedro, offered support for Mr. Pitchford's
proposal,
Lois Larue, 3136 Barkentine Road, asked if Mr. Pitchford was
aware that many people in the community felt that parks
should remain parks.
After discussion of the various policy options., the City
Council supported including the suggested policies and
programs, with the'following changes..
1. The first and second objective should not specify
e.cify
the amount or percent of housing units to be
created, that should be determined later.

2. The first program under Goal 3 should refer to a
"clearinghouse ", rather than a "formal program" of
referrals for domestic laborers.
3. An additional program should be added to defer
emergency costs for seniors.
Mayor Bacharach requested that the Draft be titled
"Preliminary" and the Council review that draft before it is
sent to the State. The City Council decided that a draft
Housing Element should be transmitted to them on Friday, the
23rd, with the Status Report. A meeting was scheduled for
Tuesday, June 27, 1989, at 6:00 P.M. to provide comments on
the document. If Council.members have no comments, the
meeting will not be held and `staff will forward the draft to
the State,

PUBLIC WORKS REPORT.*
City Manager McDuffie reported that the consultant, Byron
Woosley,.,could.not attend.the meeting tonight because of his,
new position in Manhattan Beach as Community Development
Director. Mr. McDuffie then delivered the staff report
outlining the findings of the consultant on how the City
provides the Public Works..and Building &,Safety,.Servic_es0
1. The report examines the way the City provides its
Public Works,.and_.Building & Safety Services. through
contract. wAh Abbott ,& Associates*.
2. The report examines the concept of contracting out
those service.s. versus hiring, "in house" City
employees to,provide those services*,
3* Other areas of the reports covered recommended
Request for Proposals (RFP) in the areas of Publ,ic,
Works and Building & Safety as well' as recommended,,
audit procedures and contract language*
Mr., McDuffie stated that.although the figures stated i_n the
report show a slight savings in in house" operation tion versus a
contract, the actual saving may be misleading in that the
contract allows for a demand response as to activity level.
Whereast "in.house" personnel are less flexible and are not
easily activity level associated. Therefore, the idea of
hiring "in house" personnel may not be the most cost
effective way to provide the service.
The consultant's report stated that the way the City-delivers
its Public Works and Building & Safety functions are-in.thie
City's best interest and provide for an effective and
efficient level of service*
After discussion of the consultant's report, the City Council
requested that the City Manager look into the mechanics of
lease of space for the corporate offices of Abbott &
Associates at City Hall*
Also, the Council discussed the various options on sending
out the RFP and whether to bid both Public Works and Building
& Safety contracts at the same time or stagger the contracts.
Concern was expressed that these contracts should be
staggered as to guard against a contractor from leaving the
City with both contracts at the same time.
After discussion of various options, the City Council decided
to take the following action plan for FY 1989-9016

1. Remain with the current practice of contracting for
Public works and Building & Safety.
2. The City Manager to negotiate a contract for Public'Works"
and Building & Safety with Abbott '& Associates for FY
1989-90*
3. Prepare a draft RFP for Public Works -- and Building &
Safety for Council review by mid - September.
4. Send out the RFP'for both Public Works' and Buildg
in &
Safety in early January, 1990 with a due date'of'March 1,
1990..
5. The City Manager will review and recommend' "a contractor
to the City Counc i'l ' by April 1, 19900' If' needed this
will allow for a ninety (90) day transition period.
6. The City Manager will negotiate ;a contract and it illl be
effective July 1, ,1.99`0,.
The meeting was adjourned to the next regular scheduled..
