ADJOURNED REGULAR MEETING
MAY 30, 1989
The meeting was called to order at 6**00 P.M. by Mayor
Bacharach at Hesse Park Community Center, 29301 Hawthorne
Boulevard. Roll call was answered as follows.
PRESENT: HINCHLI FFE, HUGHES, - MCTAGGAR-'T , MAYOR 'BACHARACH
ABSENT: RYAN
Also present were City Manager-Dennis-McDuff ie, Environmental
Services Director Robert Benard, City Attorney Ar iel Calonne.
Mayor Bacharach prefaced the meeting by stating that this was
a special meeting.of the City Councilto appraise the various
City Committees and Commissions on the three main primary
coastal developments. Furthermore, the second portion of the
meeting would be to appraise the public of the same issues
and to take publ.ic,input on the information provided this
evening.
Environmental Services Director Robert Benard and his staff
then proceeded to report on the three primary coastal

development sites as follows,
10 The 108-acre former Marineland site, the Monaghan Co. is
proposing a 575-room hotel, 184 luxury overnight
cabanas, a conference center, athletic club, restaurant
and shopping area. Second and third phases of the
project call for another 111 cabanas and a second 200= -
room hotel.
2* The 130 acres north of Point Vicente, VMS -Anders has
proposed a 90 to 100 home development. VMS -Auden and
Monaghan also are working together to design an 18-hole
municipal golf course incorporating part of both
properties.
3. On 440 acres near the San Pedro border, property owners
have proposed competing plans. One calls for 157-home
residential development. A second plan for a 450-room
Ritz Carlton Hotel, 128 homes and a golf course.
Mayor Bacharach briefly outlined the City's efforts towards
incorporation and its general plan, in which principals of
low density and environmental protection were secured in the
law. Mayor Bacharach stated that the actions of the Council,
the negotiations with developers, will net projects that best
serve the entire City.
Following a presentation of the main proposals and statements
by the City Council as for their reasoning in considering
there projects, various opponents to coastal development

stated their concerns as follows.
10 Golf courses will be a factor in the decline of wild
life,
2* Overdevelopment of this area will result in major
traffic difficulties, crime and crowding of the areas"s
open space.
Supporters of the Council's actions stated that the Council
was progressing as judiciously as possible in assuring itself
that the least amount of impact will reflect from future
coastal development.
Mayor Bacharach concluded by thanking the public for its
input and by stating that the public w . ill be kept informed of
upcoming meetings regarding coastal development.
