The meeting was called to. order at.7.30 P.M. by-Mayor
Bacharach for the City Council and Chair Wike for the
Planning Commission at Hesse Park Community Center, 29301

Also present were City Manager Dennis McDuffie, Director of
Environmental Services Robert Benard, and-Ariel,,Calonne who
was introduced by Mayor Bacharach as the new City Attorney.
Mayor Bacharach.prefaced the meeting by stating that this
joint workshop by the City ,Council and the Planning
Commission was.to allow the Council, the.Commission,. the VMS
team, staff and the public:to,engage in adialogue concerning
use and development concepts for the specific plan for the
remaining vacant area in Coastal Subregion One.
Director of Environmental Services Benard, also, as a
prologue to the meeting, stated that the Development team was
present to provide a brief overview of, the .information
previously presented to the Planning Commission relative to
the specific physical characteristics of the site and also to
the deve.lopment -controlstand standards that currently exist
within the Coastal Specific Plans and the Design :Guidelines.
It was noted the4Council members wee provided with notebooks
summarizing the ,information previously submitted to the
Planning 1 Commission.

Mr.. Roger VonWorth, representing the VMS/Anden
Development Team, introduced the other team members

Mr. Benard stressed that the two alternative concepts
presented were not in any manner to be considered the
ultimate concepts relative to decision making, but were
to serve as guidelines.
CITY COUNCIL/PLAMING COMISSION DISCUSSION
Following the presentation, the Commissioners, concurred
that they were unaware of any golf course feasibility
studies and the possibility of a golf course development"
on the peninsula. A lengthy discussion'ensued regarding
the possibility of a golf course in Rancho Palos Verdes
and of the unique opportunity for city revenue by the
bestowment of this land by the property owner. Mayor
Bacharach requested that Mr o Benard provide the
Commission -withall of the information pertaining'to,
this issue,
The Council and Commission concurred that the coastal
bluff concept is to insure that there is no backyard
ownership of the coastal area of Rancho Palos Verdes and
that this remains -a major issue in their de6ision
making.
The possibility of forming a subcommittee'to better ex-
change communication between the Council and Commis'sion
was considered, however, it was file that this concept'
would be 'Unfair to the` Development Team ,because all of
the information would not be furnished to all of the
members.

III* PUBLIC INPUT (Most of the individuals did not identify
themselves.)
Concern were raised by the public of the lack of notice
on this item; and of the progressive erosion of coastal
access,
Barbara Dye, Chair, Trails Committee, commented on
certain issues of the Trails Committee of an all purpose
trails (equestrian/pedestrian/equestrian) on this site.
Mayor Bacharach stated that an answer or determination
could not be given on any issues raised by the Trails
Committee at this time due of the uncertainty of the
project, i.e. whether a golf course would be allowed,
etc,,
IVo CONCLUSION/SUMMARY
In summary, the Mayor outlined the City Council's and
Planning Commission's concerns and desires as follows:
1* That public notice on this issue be increased.
29 That trails network and access to coastline are
very important.
3* That there is an overall interest in the golf
course - which should be pursued with public
trails, although no decision regarding the nature
of these trails were made yet, i.e. whether horses
should go on them.
4* That the Development Team consider suggestions of
access through the Interpretive Center or Lunada
Point,
Mayor Bacharach stated that a meeting will be held on May 30,
1989, by the various Committees to discuss the whole
coastline issue.
RECESS AND At 10*00 P.M. the City Council
RECONVENE recessed to a closed session
to discuss personnel issues.
At 11:00 P.M. the meeting reconvened with no action taken and
immediately adjourned to 8:00 A.M. Saturday, May 13, 1989
for a Community Leader Breakfast meeting.
