ADJOURNED REGULAR MEETING
MARCH 27, 1989
The meeting was called to order at 6.-00 P.M. by Mayor
Bacharach at Hesse Park Community Center, 29301 Hawthorne
Boulevard. Notice having been given with affidavit thereto
on file. Roll was answered as follows:

Director Kevin Smith, Environmental Services Director Robert
Benard and City Attorney Steve Dorsey,
is DISCUSSION OF GOLF
COURSE CONSULTANT REPORT (1201)
Mayor Bacharach prefaced this report by stating that
previously the City Council had authorized the employ-
ment of a golf consultant to look into the feasibility
of golf on the Rancho Palos Verdes coastline. This was
done in order to give the City Council an independent
study, and that this evening is the scheduled City
Council workshop to receive the report by Mr. Damian
Pascuzzo, Senior Associate, of Robert Muir Graves, Golf
Course Architect.
As an introduction to the report, Mr. Pascuzzo reported
Staff's basic parameters which they felt were important
to successful golf course developments on the chosen
sites.
The golf course should be as site sensitive as
possible.
Take into account a bluff top pathway on the VMS
site which would connect into existing trail
systems on both North and South property lines.
Be mindful of the desire of VMS to develop
approximately 95 home sites.
The golf course should be of "championship"
calibre.
Mr. Pascuzzo reported that pursuant to his preliminary
report, he found the peninsula to be a magnificent
location for golf. He stated that based on the
information he was able to gather from his two day work
session he was recommending that the combination of the
VMS, City Hall and Long Point properties be chosen since
they offer a much better opportunity for successful golf
course development than the Filiorium site, due mainly
to the steepness of the site, its difficult access.
He further noted that a combination of the three sites
would be imperative to get the proper space for a
"championship" golf course.
Mr. Pascuzzo added that green fees for this type of
upscale golf courses range from $35.00 to $50.00,
Mr* Pascuzzo noted that the basic construction cost for
the golf development, as he sees it, would be
approximately $2,570,000, and that a complete
development budget of $6M to $10M should be sufficient*
The Council raised various questions which could not be
answered with this preliminary report. However, there
was unanimous consensus by the Council to go to Step 2
and have Staff come back with a proposal or more
concrete information regarding construction cost; impact
to the community; land costs; and grading.

A lengthy discussion ensued by the Council regarding
placing a View Initiative on the November ballot that is
both workable and constitutional; making changes to the
current City ordinance that protects views. Relative to
this, the Council discussed forming an arbitration
committee to consider height variation; and foliage
obstruction of views.
Although this was a work session, the following
residents expressed concern of the current foliage
obstruction of views in the City and questioned whether'
the Council was assessing correctly the current
magnitude of the problem: Gail Lorenzen and Edward
Murphy, addresses were not provided.
Mayor Bacharach summarized the Council's conclusions and
the changes to the ordinance as follows,
To adopt the Tree Policy as submitted by
Environmental Services Director Robert Benard,
however to add non-discretionary permits.

Take out 5% per view criteria from the Ordinance.

Page 9 - Study sentence regarding balconies, steps,
etc. and resubmit.
Page 10 - Framing, following a discussion, it was
agreed to leave as written.
Page 12 - Remove Item G.
Add a "good neighbor" policy regarding tree
trimming.
Include a statement indicating that the ordinance
may be amended, reviewed or reevaluated at a later
date.
The Council concurred that the View Protection issue
appear on the agenda on the regularly planned Council
meeting scheduled for April 18, 1989, and that a
community breakfast for dialogue with residents relative
this item be scheduled for May 3, 1989.
RECESS TO CLOSED At 11:00 p.m. the meeting recessed
SESSION & RECONVENE to a closed session to discuss per-
sonnel issues on motion of Mayor
Bacharach. The meeting re-convened
at 12:00 a.m. with no action taken.
