ADJOURNED REGULAR MEETING
JANUARY 31, 1989
The meeting was'called to order at 7:30 P.M. in the Fireside
Room at Hesse Park, 29301 Hawthorne Blvd, by Mayor Jacki
Bacharach, notice having been given with affidavit thereto on
file.

TRACT MAP NO* The City Manager presented the
45667 (1411) January 31st staff memorandum
and the recommendation to
accept the applicant's request for a 90 day extension for
Environmental Impact Report No. 28 and Tentative Tract Map
No. 45667 to May 3, 1989; revise and re-circulate the draft
Environmental Impact Report No. 28* and table Conditional Use
Permit No. 130-Appeal and Grading App.lication.No. 1061
Appeal.
Representing the Watt Company was Edward Pearson, engineer
for the project, 4184 Maritime Road, told the Council it was
his understanding that the City could request a 15 day review
period from the State with regardto the EIR. He also
requested an opportunity to have a study session with the
City Council to help answer any questions regarding the
project.
Council discussion then centered on if the Traffic Committee
should be included in the review process of this EIR* r when it
would come back to the City Council; and, the possible date
of a workshop with the Planning Commission for discussion of
this matter.
Phil Robinson, 3205 Barkentine, stated he thought there
should be a specific plan presented for appr'
oval and that all
of the issues raised about this project had not been
addressed,

Jean Nerko, 6 Packet Road, read a prepared statement dealing
with geological conditions which she felt had existed at the
time she bought property in the area.
Lois LaRue, 3136 Barkentine, referred to a newspaper article
in the San Pedro News Pilot regarding the scheduling of
environmental impact reports. Roberta Watkins, 31326 Marne,
presented a petition with 506 signatures of residents
opposing the approval of this tentative tract map. (This
petition is on file with the City Clerk's office.)
It was the consensus of Council to approve the recirculation
schedule as indicated in the staff report; to ask the State
for a 15 day review period on the Environmental Impact
Report, to continue discussion of this item at the February
21st meeting and invite the participation of.the Planning
Commission and Committees: A question arose if it would be
appropriate to hold such a study session during the public
hearing process on this matter. It was felt that perhaps a
ruling from the City Attorney would be necessary.
Further discussion ensued regarding the zoning for the
coastal area and why some areas were zoned one to the acre
and others two to the acre; and, the reasons for the RPDs
blending of such zones.
TRACT MAP NO. 44514 - The city Manager presented the
WALLACE RANCH (1411). staff memorandum of January
31st and the recommendation to
accept the dedication of a park site previously offered on
lots 83, 84 and 85 and require the owners to execute a Grant
Deed in favor of the City.
Council discussed the lot size, the location of the present
park versus the location of the proposed exchange lots in the
City of Rolling Hills Estates; the length of time necessary
to develop this park, if Mr. Miller, the new owner, could be
asked to make some improvements, and the length of time for
the de-- annexation of these lots from the city of Rolling
Hills Estates.
It was the consensus that the Foundation would report back in.
June on their fundraising efforts.
Councilman Hinchliffe moved, seconded by Councilman McTaggart
to adopt the staff recommendation and to set 30 days as the
length of time for the execution of the Grant Deed.
It was the consensus that after the meeting with the owner of
the lots that staff would prepare a development time -table
for the park,
PUBLIC WORKS Byron Woosley made a.
CONSULTANT presentation to the City
Council regarding the Public
Works contract and covered such areas as the data gathered,
the research and history of the contract and the Public Works
Department. Mr. Woosley explained to the City Council his

contact with the various members of the staff, the City
Attorney, and the members of the Charles Abbott staff. He
then presented an outline of his review schedule for the
contract.
The discussion concluded with the consensus that Mr. Woosley
would continue with his examination of the contract,
