CC MINS 19890729 ADJM I N U T E S RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING JULY 29, 1989 The meeting was called to order at 8:00 A.M. by Mayor Jacki Bacharach, notice having been given with affidavit thereto on file. PRESENT: McTAGGARTr HUGHES, HINCHLIFFE AND MAYOR BACHARACH ABSENT. RYAN Also present were City Manager McDuffie, Director of Environmental Services Robert Benard, Director of Recreation and Parks Mary Thomas, Finance Director Kevin Smith, Public Works Director George Wentz, City Attorney Ariel Callone and City Clerk Jo Purcell. Self introductions followed by all those present. The Mayor announced the 5th Anniversary of P.V. Transit and the free ride program and the fact that the undergrounding of Hawthorne Boulevard had started. She also announced that in addition to the Recycling of aluminum, glass and paper, and all cans could.now be included* VIEW BALLOT MEASURES* Councilmembers Hughes and McTaggart gave an overview of the measures that will be on the November ballot pertaining to view protection* CITY DEVELOPMENT HISTORY: Environmental Services Director Bob Benard presented a summary of the development within the City from date of in- corporation to the present* CURRENT PROPOSALS* With the use of a map mounted for audience viewing, Director Benard explained the location of proposed developments and current developments. City Attorney Ariel Calonne described the-extent of participation that the City Council is allowed during the planning stages of development, and also summarized the process for Environmental Impact Report. He said that the City Council is developing a process of establishing sub- committees which will serve as liaisons between the full City Council and the staff and the Planning Commission. All of this is being done to keep the public appraised.,of the process. He said this sub-committee process has not yet been established but is being considered to make sure that projects do not get a lot of momentum prior to their coming to the City Council. He said that the Planning Commission will continue to hold public hearings and play a critical role in shaping those projects. RECESS AND RECONVENE: At 10*000 A.M. the meeting recessed and reconvened at 10.*30 A.M. for a tour of certain sites within the City for in- spection of fences, walls and hedges and to.consider their impact on view blockage.
