CONSIDERATION OF THE Director Benard presented the
PERMIT REVIEW PROCESS staff memorandum of April 231
1990 with the recommendation
to direct staff to (1 )prepare the recommended amendments to the
Ci.tyys Development Code for public hearing before the Planning
commission and City Council' (2) advertise for and contract with
a planner to act, as hearing officer for the specified permit
hearing,s; and (3) authoi--lize the inclusion of $7,000 in the 1990-

Discussion of ways to improve the City's review process for
permit applications commenced with an inquiry from Council as to
the estimated cost of a zoning board, as well as -the C I ty
Attorney's time a t Planning Commission meetings.,

miz-7-1e the City Attorney's time at Planning Commission meetings,
Responding to an inquiry from the Planning Commission,
Director Bena•d clarified that comparison cities utilizing a
zoning administrator or hearing officer were based on the number
of discretionary approvals required and not the size of
tie city.
Discussion then focused on amending the Development Code.
Director Renard commented on difficulties arising from N.-'arious
inconsistencies in the Code. He explained Director determina-
tions pertaining to interpretations of the Code and appeal rights
of such decisions to the Planning Commission. Problems 'as-

either a hearing officer or a zoning board. He suggested that.
staff be given greater discretion before a decision is made to
utilize a contract, hearing officer or zoning board,

Council inquired as to the staff recommendation that $60,000
be authorized for a consultant to prepare a comprehensive re-%Ii-
sion to the Development Code. Dul-ing related discussion, Coun-
cil stated a preference for the utilization of a staff member=
consultant who is familiar �-,,ith the City's Code.
