CITY COUNCIL AND PLANNING COMMISSION WORKSHOP
ADJOURNED REGULAR MEETING
MARCH 26, 1990
The meeting was called to order at 7:30 PM by Mayor Melvin W.
Hughes at Miraleste High School, 29323 Palos Verdes Drive East,
notice having been givers with affidavit thereto on file. The
Pledge of Allegiance to the flag was then recited. Roll call was
answered as follows:,
PRESENT: McTaggart, Bacharach and Mayor Hughes.
ABSENT: Hinchliffe, Ryan,
ALSO PRESENT: Planning Commissioners McNulty, Brooks,
Hotchkiss, Katherman and Von Hagen.
Also Present were City Manager William Cornett, Jr., Environmen-
tal Services Director Robert Benard, City Attorney Ariel P.
Calonne and Planning Administrator Curtis Williams.
APPROVAL OF AGENDA The City Attorney noted that
that the meeting was an ad-
journed regular meeting of both the City Council and the Planning
Commission. The agenda was then approved on motion of Commis-
sioner Von Hagen, seconded by Commissioner Katherman and carried.

PUBLIC HEARING
Housing Element Update Mayor Hughes declared the
public hearing open. Environ-
mental Services Director Benard confirmed that the item was
properly noticed.
Director Benard presented the staff memorandum of March 20, 1990;3=
with the recommendation to accept public testimony, direct staff
and the consultant to prepare a Revised Draft Housing Element and
schedule public hearings on the document before the Planning Com-

mission and City Council..

Consultant Ralph Castaneda, Castaneda & Associates, provided an
overview of the Draft Housing Element. He addressed pertinent
State comments.
Council /Commission inquiries and comments centered around the
topic of affordable housing; the Redevelopment Agency; the need
to more clearly identify responses to pertinent State comments;
and the importance of consistency with the General Plan. Staff

and the consultant responded to Council /Commission inquiries
throughout the meeting.
Amongst interested parties was Mr. Alfred Hendrickson (no address
provided) . Voicing his appreciation of the Draft Housing El+
went, he expressed his delight that low /moderate income housngy
was addressed.
Next to speak was Ms. Lois Larue, 3135 Barkentine Road. She com-
mented on the extension of Barkentine Road. Ms. Larue voiced
her concern that the City appears to be evading the issue of
low /moderate income housing. Director Benard advised Ms. Larue of
HUD's low income standards.
Public input ended with Mr. Ben Ortega, The Orange Coast Group,x�
3020 Old Ranch Parkway, Seal Beach, who inquired as to mixed use
zoning and neighboring cities' cooperation concerning affordable
housing. Clarification in these areas was provided by Director
Benard.

Additional Council /Commission discussion included pending
construction; the need for a reap of vacant land and institutional
zones; on -site housing for employees of commercial developments;
City efforts to keep rents down; community outreach; and the need
to further address the geology of the Peninsula and the Por-
tuguese Bend landslide. Staff noted that an executive summary of
the Housing Element will be provided.
MOTION: Commissioner Von Hagen moved to close the public hear-
ing. The motion was seconded. by Commissioner McNulty and so or-
dered without objection.

Fiscal Year 1990 -91 Budget Review Workshops
Continued to a future meeting.
ORAL COMMUNICATIONS
A. Mayor Hughes asked that Staff check into the accuracy of the
return zip code for the 1990 Census,
