CC MINS 19900220 ADJM I N U T E S CITY COUNCIL AND PLANNING COMMISSION WORKSHOP ADJOURNED REGULAR MEETING FEBRUARY 20, 1990 The meeting was called to order at 5:30 P.M. by Mayor Melvin W. Hughes at Hesse Park Community Center, 29301 Hawthorne Boulevard, notice having been given with affidavit thereto on file. PRESENT. McTaggart, Hinchliffe, Bacharach and Mayor Hughes LATE ARRIVAL: Ryan at 6:00 P.M. Also present were Planning Commissioners Robert McNulty, Susan Brooks, Peter Von Hagen, Charles Hotchkiss and Robert Katherman, Jr. Also present were City Manager William Cornett, Jr., Deputy City Manager Mark Rohloff, Environmental Services Director Robert Benard, Public Works Director George Wentz, City Attorney Ariel P. Calonne, Recreation and Parks Director Mary Thomas and City Clerk Jo Purcell. LONG POINT - PRESCREENING Environmental Services Director WORKSHOP (1804) Benard presented the staff memorandum of February 20th and the recommendation to conduct a pre - screening workshop hearing to achieve the purposes set forth in Resolution No. 89 -103: (1) maximize public review at the earliest feasible time. ( 2 ) focus public review of the issues of greatest significance to the community. (3) provide early, non - binding preliminary suggestions to encourage economically efficient private decisions. (4) encourage communications between elected and appointed officials. (5) implement the General Plan and development regulations compliance. The City Attorney reported that the video tape made of the pre- screening workshop was to assist staff in the preparation of minutes and that it was not staff's intention to retain the tape and that it would be destroyed through routine use of the tape. Director Benard then went on and summarized the major elements of this project: hotel and ancillary uses; site improvements; residential development; access from Palos Verdes Drive South; lot parcelization; the development phasing; planning application review and approvals. The memorandum also addressed issues such as land use, open space, views, traffic, grading, technology and aesthetics. Exhibit "A" of the memorandum enumerated the footage involved in the commercial development, off - street parking and the residential development. (At 6:00 P.M. Councilman Ryan arrived.) Council then inquired about such things as the retention of the Pereria Hotel and if it had any historical significance; how the phasing of the development will take place; and if grading would be done over the three parcels to balance out the necessary grading. Inquiry was made about the marine theme and what evidence of it existed on the proposed plans and if the applicant was applying for a zoning of RS -2. On the parcelization of the golf course, Council inquired how the golf course property involved would be handled; if this project was dependent upon the installation of a golf course; and, if this project would be worth looking at as a sub- division. Regarding the amount of traffic generated by this proposed project, Council inquired if the hotel would have a shuttle service for guests and employees. Council also inquired if consideration had been given to the policy of not having homes seaward of the bluff road. Joan Hanley, 3037 Deluna Drive, representing the Monaghan Company referred to the Long Point Resort and Conference Center brochure which contained a conceptual master plan for development of that area. Ms. Hanley further explained in detail the phasing and the various amenities contained in this project and requested that Council consider down zoning the property from commercial to residential. She explained the discussions that the Monaghan team has been having with the staff and the City Attorney. The City Attorney clarified these discussions as an exchange of ideas and not negotiations. Council then resumed their inquiry and commented on the fact that the guidelines for the development of Long Point contained no residential development; inquired if an alternative existed whereby as much of the golf course as possible could be put on Monaghan property versus the maximization of the golf course on publicly owned land. Another inquiry made was if single family residential homes WORKSHOP CC /PC -2- FEBRUARY 20, 1990 were considered for the entire site. The discussion touched upon the number of vehicle trips generated by single family homes and it was the consensus that staff should try to get the statistics on such trips. Council then inquired of the applicant whether housing for employees had been considered. The architect for this project Tom Williams, of Howard Needles Tammen and Bergendorff, told the Council that the intention was to reuse a number of the structures presently on the property. With regard to the Pereria hotel, the intention was to use it as honeymoon suites; that the Texaco gas station building would be torn down and a market and a cafe' would be built in its place. Since the golf course was an item they had no control over, he said that this would be considered in the last phase of construction. Council then inquired and commented on the absence of the marine theme and the prevalence of the Mediterranean theme; if it was planned to incorporate the idea of a Baja Reef; and, that the golf course appeared to be sandwiched into the design. The suggestion was made that perhaps the golf course should be expanded and thereby allow more open space. Additional questions from the Council and the Planning Commission included the inquiry whether the hotel could exist without a golf course; who would operate the hotel; and, if the applicant had ever considered development of this site without the hotel. Speaking on behalf of the Monaghan Company was Tom Tomlin, who told the Council that the hotel would not be viable without the golf course. Dave Ruth, 40 Cinnamon Lane, said that he lived half way between two proposed hotels, Long Point and the Ritz Carlton, and questioned the revenue capability of the hotel. He cited the income to the City resulting from a 4% bed tax. Al Billings, 32700 Coastsite Drive, expressed his belief that the area should be developed as a revenue producing area for the City. Sandra Stager, 32703 Via Palacio, spoke in support of this development. Tom Campbell, 12 Paseo Del Mar, also spoke in support of this project.
