CC MINS 19900108 ADJ JNTM I N U T E S RANCHO PALOS VERDES CITY COUNCIL AND PLANNING COMMISSION JOINT WORKSHOP ADJOURNED REGULAR MEETING JANUARY 8, 1990 The meeting was called to order at 6 :00 P.M. by.Mayor Melvin W. Hughes, notice having been given with affidavit thereto on file. PRESENT: McTaggart, Hinchliffe, Ryan, Bacharach and Mayor Hughes INTERVIEW OF PLANNING The City Council interviewed COMMISSION CANDIDATES candidates for the Planning Commission. No action was taken. A brief discussion ensued about the addition of an item to the agenda concerning the request that all Planning Commissioners tender their resignation. Mayor Hughes so moved, seconded by Councilwoman Bacharach. The motion failed on a 3 -2 vote with members Hinchliffe, Ryan and McTaggart voting in opposition. It was the consensus to add this item to the January 16, 1990 meeting. At this point in the meeting the Planning Commission joined the City Council and a joint meeting was called to order by Chairwoman Luella Wike. PRESCREENING WORKSHOP - Mayor Hughes explained the KAJIMA PROJECT format for this meeting indicating that it was an opportunity to solicit comments and suggestions on the proposal in the early stages of the project. He stated that this pre - screening workshop would provide the public and the applicant an opportunity to listen to the comments of the City Council and the Planning Commission, The City Attorney stated that this was an advisory forum for making suggestions about the project and the applicant could take those suggestions and do what they wanted to do in developing the project. The City Manager then proceeded to present the staff report of January 8th which outlined the applicant's proposal and contained a brief discussion of the significant issues of the project. He reported that notice of the ro osal and notice p p of the prescreening workshop had been provided to property owners within 500 feet of the project boundaries and also was published in the newspaper. Representing Kajima was their architect Robert Earl, 8500 Melrose, Los Angeles, who told the Council that his company has developed other projects on the Peninsula and they feel that this is an opportunity to discuss and review the concerns of their company. He said that this project will have lots that are 20,000 square feet. Also representing the property owner was Mary Nastronero, representing Psomas, 3420 Ocean Park Blvd., Santa Monica, who described the procedure they went through in arriving at their proposed plan. With the use of color coded maps showing the location of the property she explained the zoning of the area and said that the area had a maximum potential for 79 units. She further explained the topography of the land and the percentage devoted to slopes. She described the primary and secondary access for the property and the views and orientation of the site, stating that the primary view corridor was down through Crest. She stated that the project had one acre lots and that lots were a minimum of 20,000 feet but that the average lot size would be 15,000 square feet. She said that no grading would be done in the areas of the 35% slope; and that a retention basin would retain the peak storm flows. Council then inquired whether this particular concept had been presented to the Planning Commission; if the Traffic Committee had found that the access had met all of the warrants for a traffic signal; the difference in elevation between Crest Road and the first row of houses of this development; the type of landscaping along the outside perimeter; the methods used for protection of view corridors; whether the property owner was going to build or sell the individual lots, and the standards used for the roads in this project. Council also inquired if this project had been reviewed to see whether it complied with the General Plan criteria for standard subdivisions; what was the size of the average lot; the anticipated size of the homes to be built on those lots; the treatment of the trail adjacent to the project and whether it would be pedestrian and or equestrian; and the fact that the light at Crest and Highridge could serve both pedestrian and equestrian needs. A lengthy discussion then ensued regarding the flood control features of this project and how big the retention basin would be; the kind of storm (i.e., 100 year storm) it would be designed to handle and the fact that this area -2- would need careful study because of the history of severe drainage problems. Additional discussion covered whether this project could be designed to correct an existing problem and whether that requirement could be required of the builder. Responding to the Mayor's call for public testimony were the following: Michael Zappas, 6057 Ocean Terrace Rd., who expressed his concern about the water that already exists in the canyon and whether additional water would be brought into the area by this project. Tom Alley, 6304 Sattes Dr., referred to the letter that he sent to the City Council and the Planning Commission wherein he cited several concerns. He suggested that there be no ingress or egress from Crest Road and was concerned about the increase in traffic through the Monero area. He also expressed concern about the size of the lots stating that one -third of them would be under 13,000 square feet,, Robert Stoltz, 6135 Ocean Terrace Dr., inquired whether this would be a gated community. Dee Beaumont, representing the Monaco Homeowners Association, 30143 Matisee Dr., told the Council that most of the residents are opposed to having Sattes Drive opened. She expressed concern that a signal was being considered for Highridge and Crest considering the fog that occurs.in that location. She inquired whether the water retention basin would be visible to the residents on Monero and if it would impact their view. She said she would rather see houses in the middle of the lots rather than like those in the Wallace Ranch, Barbara Dye, representing the Trails Committee, 7035 Hartcrest Drive, with the use of the map of the area pointed out where the Trails Committee recommended the proposed equestrian trails on that site. She said the committee would like to see a certain portion dedicated to equestrian use to provide access down to the Portuguese Bend area, and that the Committee would like to see some kind of a trail along Crest Road, and also some kind of a soft footing trail. Traffic Committee member Margaret Blue, stated that the Committee felt that a stop light at Highridge and Crest could be a dual signal and accommodate both pedestrian and equestrian usage. A brief Council discussion then ensued regarding the nexus in requiring the developer to provide a light to serve -3- equestrian purposes. Lois Larue, 3136 Barkentine Road, expressed her concern for the building of this development in light of the problem with McCarrell Canyon. She questioned whether the proposed retention basin could handle the water coming down that canyon. She expressed concern that the Water Company was letting water run through the canyon and objected to the 71 homes proposed for the area since there are serious problems with the drainage. Don Alexander, 49 Country Meadow Road, representing the "Ranch" told the Council that the people at the Ranch are concerned about the loss of view, questioned the priorities of view in the City, and said that the elevation of the homes in this proposed project is of major concern to the people living in his neighborhood. He questioned whether these homes are compatible with the horse lots in the area considering the size of the lots on the project to the west. He cited the fact that there are frequent automobile accidents in the area and said that there are probably less then 15 horses presently living in that area. He said that his association is paying for the cost of trails in his neighborhood and that the homeowners are concerned about the increase in the maintenance resulting from the increase usage of that trail. He also expressed concern about the roof tops of these homes, exposed T.V. antennas, satellite dishes, and the landscaping and mosquito control for the project. Rhoda Lintz Casey, 30542 Rhone Drive, stated that her home is on the edge near McCarrel Canyon and alluding to earlier discussion about rainfall said that the rainfall in 1983 was more than that experienced in 1979. She said that the configuration of the canyon changed during 1981 because of the dumping of large rocks during some building that had taken place in the area. She questioned whether that dumping had changed the drainage features of the canyon. The Mayor then summarized the next step that would be taken apropos to this project: a determination would be made on the Environmental Impact Report, documents will be prepared and circulated and made available for public scrutiny. Subsequently there will be a public hearing before the Planning Commission. Notices of that hearing would be published and notification will be sent to nearby residents in Rolling Hills Estates and Rancho Palos Verdes. He stated that notice would be sent to residents living within 500 foot radius of the project. -4- A request was made that maps of this project in a reduced size be made available for residents who are interested in coming in to look at the documents.
