ADJOURNED REGULAR MEETING
I JUNE 11 1991
The meeting was called to order at 9:00 a.m. at the City Hall
Community Meeting Room for the purpose of conducting a budget
work shop. Notice of the meeting had been given with
affidavit thereto on file. Roll call was answered as
follows:
PRESENT: McTAGGART, HUGHES, RYAN & MAYOR HINCHLIFFE
ABSENT: BACHARACH
Also present were City Manager Paul Bussey, Assistant City
Manager Mark Rohloff, City Clerk Jo Purcell, Recreation &
Parks Director Mary Thomas, Environmental Services Director
Robert Benard, and Public Works Director George Wentz.
City Manager Bussey summarized the action taken at the May
28th budget work session and the process involved in
formulating the proposed budget.
Mayor Hinchliffe briefly outlined the process for the conduct
of this meeting as a discussion of only those items that the
Council required staff clarification and /or additional
information.
BUDGET FOR 1991 -92 FISCAL YEAR
Staff responded to inquiries and provided clarification
desired by members of Council on a number of issues:
Parks & Recreation Department - The Net Operating loss
figure of $392,890 included expenses such as staffing
the counter at Hesse Park and basic staffing of other
facilities; and, the fact that this amount did not
include building and grounds maintenance costs and
facilities use; and, the cost to administer the public
works portion of the Recreation & Parks contract by the
City Manager's Office.
Student & the Law Program - The non - participation of
City of Palos Verdes Estates in the funding of this
program was confirmed.
City Attorney - The cost of an in -house attorney versus
a contract attorney and the possibility of the City
Attorney considering legislation for undergrounding
districts that would vitiate some of the legal
challenges made to their formation.
Cable TV - If this budget reflected the rate increase;
if adjustment of the fee was necessary because of the
increase in TM charges; whether lobbying was the only
effective control that cities had in their relationship
with the cable TV industry; and, if there was any
organized discontented cable -user group.
Public Safety - Investigate the possibility of making
use of the radar speed unit at Miraleste and Peninsula
High School.
Disaster Preparedness - Clarification of what was
received by the City for the $6,000 membership fee and
and obtaining a copy of the Area "G" budget.
Trails Maintenance - The level of maintenance of the
trails; if maintenance of newly acquired trails is
attributed to the developers; if developers should be
required to maintain the trails for the first five years
or some other length of time; the reason for the
increase in the cost of maintenance; and, if an update
on liability cases was available.
Peninsula Dial -A -Ride - If funds could be shifted to a
different form of transportation and if private bus
companies are considering resumption of school bus
service.
Building & Safety - How the volume of that work has been
affected by the economy.
Planning Commission Travel - Adjust to eliminate
attendance at Contract Cities.
Recreation & Parks - Total expenditures versus the
revenues; if the tennis court area could be used to
increase space for crafts exhibition at July 4th
Celebration, and if it was possible for community
organizations who request contributions to have food
booths at that function.
Capital Projects - If the budget include
restriping for Granvia Altamira.
Ladera Linda - The appropriateness of the
