COMMUNITY LEADERS' BREAKFAST
MARCH 21 1991
The meeting was called to order at 8:00 A.M. by Mayor Hinchliffe at
the Hesse Park Community Center, 29301 Hawthorne Boulevard, notice
having been given with affidavit thereto on file.
PRESENT: BACHARACH, McTAGGART, RYAN, HUGHES AND MAYOR HINCHLIFFE
After opening remarks by Mayor Hinchliffe the following topics were
discussed:
Water Rationing
Representing the West Basin Municipal Water District was Saranne
Cruise, who explained the educational and conservation efforts being
promoted by the district to heighten awareness of the
water shortage and encourage conservation habits.
Charles Stuart, member of the Board of the Metropolitan Water
District, and President of the West Basin Municipal Water District
explained the reclamation plant that is being planned by the MWD and
the funding for that plant. He also explained that eventually there
will be a 50% rationing of water to households and how it will be
implemented.
The meeting then opened up into a question and answer period where
questions were posed about the cost of desalination, the use of
reclaimed water, and the rationale for using 1986 as a base year in
the rationing program.
Addressing the issue of water allotment was Jim Cantrell of the
California Water Company who explained the appeal process for people
who felt they had an inadequate water allotment.
Coastal Development Issues
Director Benard summarized the development that is proposed for the
coastline and the near coastline development area. He explained the
zoning for the various areas that are presently under consideration
for development; Long Point, the Portuguese Bend property owned by
the Palos Verdes Land Holdings Company; and, Subregion 7 & 8.
He also summarized the amount of developable property available; the
zoning for those areas; and, the geological review of certain lands
that would be necessary to determine if certain property could be
removed from the landslide moratorium area.
Director Benard then responded to questions about the applications
pending for Subregion 7, whether geology was being performed for
these sites, how much of the open space would be available for
trails, and if traffic flow was being studied for these developments.
City Fiscal status
City Manager Paul Bussey summarized the financial condition of the
City and in particular explained how the shortfall occurred in the
anticipated revenues and the resulting budget deficit. He also
explained that a Council Subcommittee was appointed and had taken
action to reduce the level of expenditures to meet this deficit.
Additionally, he explained the cuts in the staffing level and the
reduction in the Capital Improvement Projects.
