ADJOURNED REGULAR MEETING
JUNE 27, 1992
Both the City Council and the Redevelopment Agency were called to
order at Hesse Park Community Center, 29301 Hawthorne Boulevard at
9:00 a.m. by Mayor McTaggart, notice having been given with
affidavit thereto on file. Roll call was answered as follows:
PRESENT: RYAN, KUYKENDALL, BACHARACH & MAYOR McTAGGART
LATE ARRIVAL: BROOKS @ 9:05 A.M.
Also present were City Manager Paul Bussey, Parks & Recreation
Director Mary Thomas, Assistant to the City Manager Pamela Antil,
Environmental Services Director Dudley Onderdonk, Public Works
Director Trent Pulliam and City Clerk Jo Purcell.
Councilwoman Bacharach moved, seconded by Councilman Kuykendall and
carried to approve the agenda as presented.
PROPOSED 1992 -93 FISCAL YEAR BUDGET
City Manager Bussey presented the June 26, 1992 staff memorandum
which was prepared as a follow-up to the Council's June 22nd budget
workshop. This memorandum contained additional information
requested by Council at that meeting relative to the following
items: Chamber of Commerce - inclusion of the $350 for the San
Pedro Chamber of Commerce and $1,000 for the Peninsula Chamber of
Commerce in the proposed budget; Environmental Excise Tax -
Clarification of the language concerning tax use emphasizing use on
capital expenditures; and, 1972 Act Benefit Assessment District -
an explanation of the rationale for inclusion of certain items in
the district.
(Councilwoman Brooks arrived during discussion of this item, the
time being 9:05 A.M.)
Results of City Services Survey: City Manager Bussey referred to
the April 15, 1992 from the Deputy City Manager which detailed the
results of the City Services Survey.
Net Income (Loss) by Recreation Department: Discussion focused on
fees for recreation classes and the level of subsidization: if the
$205,480 loss figure included costs for the staff only and not the
buildings; and, what the cost would be keeping open the buildings
but providing no classes.
City Council Budget: The consensus was to put $3500 in this
account and make a "revolving" account.
City Grants: Relocated the Juvenile Diversion Project to the
Public Safety department. Staff to determine if CDBG funding could
be used for contribution to Juvenile Diversion and notify R. U. L. E.
that they will not be receiving a grant this year.
Emergency Preparedness: Council questioned the adequacy of the
amount dedicated to this activity; inquired about the cost for
hiring a consultant to prepare an emergency plan; discussed the
possible advantages of switching this activity to the Public Works
Department; and, suggested that staff prepare a plan and
recommendation for the cost of a consultant.
Miscellaneous Contractual Services: A brief discussion centered on
the use of CDBG funding for use on house repairs for low income
residents.
Proposition "C" Funds: Staff to prepare revision for use of these
funds .
Portuguese Bend - Operations & Maintenance: Discussion clarified
that these expenditures were for use within the slide area; the
question was asked if the Horan settlement money and tax increment
funds could be used on maintenance in this area.
Additional discussion then returned to the Parks & Recreation
programs and Council requested a report on what it would take to
keep these facilities open on a minimum basis and what would be
involved in privatizing this activity.
FINANCE COMMITTEE
Councilman Kuykendall moved, seconded by Mayor McTaggart that the
Long Range Finance Committee should be a nine - member committee. The
motion carried.
Elizabeth Kelley , 6 611 Va l l on Drive, spoke to several o f the budget
items and development.
Public Art Committee member Vincent Beggs, recommended that the
Public Arts Master Plan be adopted by the City Council and that the
plan be put into effect at some future time as funds become
available.

Kuykendall, seconded by Councilwoman Bacharach and carried.
